Regional Disaster Response Program (RDAP) - Program Description

Under the RDAP, Amentum, with the Chief of Party (COP) as the main point of contact (POC) for the program, will provide comprehensive solutions to build disaster management and disaster risk reduction capacity across 31 countries in Latin America and the Caribbean (LAC) including but not limited to program management, technical assistance, training, and disaster and complex emergency response through leading-edge logistical solutions.  

 

Amentum efforts will include multiple objectives. The first is to lead and coordinate humanitarian assistance responses to complex emergencies and natural disasters across the region by maintaining capacity to analyze emergency impacts, scale, and immediate humanitarian needs while maintaining capacity to deploy first-class trained and operationally ready disaster response staff in each country, procuring emergency response commodities and services, capturing lessons learned and developing and disseminating information related to disaster events and the United State Government’s disaster risk reduction programing. The second objective is to build capacity of national emergency management systems and other local or regional entities to mitigate, prepare, and respond to disasters by analyzing capacities and applying country-level strategic planning and technically innovative training. The third objective is to deliver an advanced disaster assistance program through highly qualified technical assistance that applies tailored approaches and best practices to implement effective and appropriate response support through a continual improvement model that draws on evidence-based data to guide decisions and activities.    

  

Job Title: RDAP Chief of Party

This is a Key Personnel position subject to United States Government (USG) approval. The RDAP COP will be responsible for overseeing all programming activities and must demonstrate professionalism and extreme ownership in all aspects of RDAP performance, including but not limited to, technical and managerial leadership, delivery of high quality results and meeting all contractual requirements within budget and on schedule, providing excellent client service and customer relationship management, managing the workforce, and leading emergency response and training and technical assistance activities. As part of this, the COP must manage and provide regular guidance to the four sub-regional managers and five technical specialists in LAC to ensure the consistency, quality and timeliness of consultant services provided, ensuring the linkage to the USG and Bureau for Humanitarian Assistance (BHA)/LAC’s strategic approach in the region. The COP shall be based in San Jose, Costa Rica, and will effectively utilize all available resources towards the successful accomplishment of RDAP’s requirements in a highly complex multi-country/regional environment. 

The COP will report directly to Amentum’s designated headquarters program manager and will directly supervise technical staff and consultants. The COP shall leverage his/her understanding of the RDAP program to facilitate transition from USAID to Department of State (DOS) leadership in close collaboration with the designated USG points of contact within the USG organization. The COP shall implement exceptional, culturally sensitive, and effective people management and communications skills, possess an ability to proactively forecast/forward think, and an ability to lead people and teams to deliver results while building strong relationships with USAID/DOS and other USG stakeholders and in country stakeholders across the LAC region. The COP will mirror Amentum’s culture of synergy, collaboration, customer service, flexibility, adaptability, and growth. 

The COP shall serve as the main point of contact with the USG for emergency response and external training and technical assistance and will coordinate on a daily basis with the USG POC.  

Primary Responsibilities: 

  • Lead, direct, monitor overall project and contract performance of the RDAP task order (issued under OASIS). The COP will be responsible for the overall direction, coordination, implementation, execution, control and completion of RDAP activities as delineated in the contractual scope, workplans and other key documents. Provide oversight and executive level management to overall contract operations, often involving multiple stakeholders across the LAC region. The COP is responsible for ensuring senior level management within the client organization is aware of overall program status.  

  • Primary responsibility for all aspects of contract execution. Provide overarching management and direction throughout the entire program lifecycle from start up through close out.  

  • Address contractual and technical programmatic issues and liaises with DCOP and PM to capture changes in formal modifications.  

  • Track performance metrics, develop report formats, and prepare reports that demonstrate contract performance for submission to management and the client. 

  • Serve as the main point of contact for the customer and participate in all customer meetings. Responsible for developing effective working relationships with clients, counterparts, and stakeholders to ensure effective contract management. Drive customer satisfaction with on-time and on-budget delivery, exceptional performance, and 100% accountability. 

  • Monitor program’s progress against the contract and organizational goals and objectives, and ensures they are consistently and adequately met. 

  • Actively manage performance of staff, directly addressing issues as they arise and taking timely action (Performance Improvement Plans, terminations, etc.) in coordination with HR as necessary. Ensure staff take required trainings, engages in frequent (at least twice a year) performance discussions, and documents annual evaluation paperwork on established schedule. Ensure staff receive regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow. Promote staff development through coaching, mentoring, and facilitating professional growth opportunities.  

  • Provide technical direction and oversees program implementation to ensure on-time delivery of the contract scope of work and seeks opportunities for continual improvement. 

  • Lead development of program deliverables and performs high level reviews and final quality control to ensure timely reporting. 

  • Lead coordinating stakeholder inputs, strategy, work planning, reporting and the professional development and capacity building component of the work.   

  • Willingness to learn, continuously improve, and support mission and Amentum’s organizational initiatives. 

  • Prepare a detailed workplan and approach for the professional development and capacity building component. 

  • Work with the monitoring and evaluation team and RDAP workforce to develop the monitoring, evaluation and learning plan and collect and report on key performance and outcomes throughout program implementation.  

  • Spearhead the development and dissemination of lessons learned, best practices and summary of program impact and achievements in information products. 

  • Lead and/or participate in customer meetings and meetings with Amentum headquarters management. 

  • Lead field based transition, start up, and close out activities. 

  • Develop procedures to increase performance by implementing sound quality management processes. Responsible for the development, implementation, and enforcement of SOPs related to programmatic activities, duties and responsibilities. 

  • Provide oversight to technical workforce as designated in the RDAP organizational chart and/or as directed by RDAP program manager. 

  • Ensure that emergency response requirements are met by liaising with the SRMs, DRMS’, and Amentum headquarters. 

  • Provide leadership coaching, management oversight, succession planning and other professional development initiatives to the RDAP workforce.  

  • Ensure that the training and development activities are implemented with an eye towards continual improvement. 

  • Lead evaluation and performance discussions for direct reports and manages supervisees’ oversight of their direct reports.  

  • Responsible for ensuring all implementation activities are within budget and all required approvals are secured per the terms of the contract.  

  • Ensure records are maintained, organized and accessible and actively participates in program level audit processes, as required. 

  • Follows email maintenance requirements, communications, line reporting and timekeeping protocols, as established by Amentum, and abides by Amentum ethical code of conduct. Takes required trainings on time, as required by Amentum. 

  • Must be willing to deploy to a disaster site to fulfill a variety of needs, including but not limited to, damage assessment and needs analysis, supervising the work of RDAP contractor staff in LAC, and reporting and oversight of relief operations. May also be required to participate in USG’s periodic regional advisors’ meetings and other USG directed activities; travel to RDAP funded activities to ensure appropriate implementation; and participate in coordination mechanisms associated with the conduct of Contract activities, as approved by the USG. 

  • Provide information for and coordinate response to home office reporting and data requests. 

  • Other duties as assigned.  

Requirements: 

  • Advanced degree in a related field and at least 12 years relevant work experience in developing countries, preferably LAC, to include experience in positions of responsibility in international development/humanitarian assistance programs, experience in Disaster Risk Management, and experience in disaster preparedness, training, mitigation, and response activities. OR 

  • Bachelor’s degree in related field and Minimum 15 years of work experience in developing countries, preferably LAC, to include experience in positions of responsibility in international development/humanitarian assistance programs, experience in Disaster Risk Management, and experience in disaster preparedness, training, mitigation, and response activities. 

  • Experience in government procedures/practices and government contract management 

  • Minimum five years’ experience in disaster management activities 

  • Minimum five years’ experience in disaster preparedness, mitigation, and response activities, with an emphasis on training and technical assistance in LAC 

  • Familiarity with the disaster structures of the region, key players, and relationships amongst these agencies 

  • Demonstrated management ability and proven supervisory experience 

  • Proven communication skills (both written & oral). 

  • Proficiency in Spanish Level 4 minimum required, Level 5 preferred, and English Level 5 required
