JOB DESCRIPTION:

Provide inspection services to assigned construction projects, with focus on Electrical Construction. Working in a team environment for assigned projects, must be able to understand technical nature of job tasks including documentation, coordination and close out functions as detailed in organizational processes.

POSITION RESPONSIBILITIES:

  • Complete daily log of construction reports to document contractor activities including: manpower and heavy equipment on site, actual progress, down days, no excavation days, no manhole entry days, no switching days, acceptance testing and activation results, problem reporting, and non-compliance issues. Make available daily log to the Construction Manager (CM).

  • Witness and document all specified system acceptance testing and mandatory inspection points. Prepare non-conformance reports (NCR) for Government signature to document non-conforming materials or installations. Support partial and final inspections, compile punch lists, and track all open items to completion.

  • Coordinate O&M shop support in support of contractor activities including outages and activation of assigned FSEU, and witnessing acceptance testing of protective systems (specifically fire alarm and fire suppression systems). Keep a log of shop support task counts that have been expended and make log available to the Construction Manager upon request.

  • Coordinate with the NASA Construction Safety and Environmental offices on upcoming field activities. Provide immediate notification of safety and environmental compliance violations to the Construction Manager and impacted offices.

  • Provide a quality check of final marked drawings, submitted by the construction contractor, to verify all changes made during construction have been recorded.

  • Submit to the NASA Construction Contracting Officer (CO) all project documentation (not including shop drawings) including all inspector logs, punchlist records, and correspondence.

  • Participate in Pre-Construction Conference with the prime construction contractor, subcontractors, and NASA organizations involved in the implementation; coordinate and participate in a Partnering Workshop to encourage cooperation and assist in the development of a team approach to issue resolution.

  • Ensure that the construction contractor complies with the defined SOW or specifications included in the contract. Assist the construction contractor and NASA personnel in interpreting technical requirements of the contract scope of work or specifications.

  • Throughout the construction phase, maintain daily communications with the CM regarding construction activities, outages, incidents and other events. Attend weekly status meetings and provide input on progress, status and issues.

  • Maintain a field contract (contract schedule, drawings and specifications) which shows changes (e.g. amendments, RFIs, DWs, changes, letters, etc.) to the contract. The maintained files can be either hardcopy or electronic provided it is accessible to the entire contract team via a web based electronic documentation system (e.g. Share Point). If files are electronically stored the inspector(s) assigned to the project shall be provided a means to view files real time in the field, and at the end of the contract they shall be turned into EDC via a DRA at the end of construction.

  • Ensure that the construction contractor is maintaining a set of red-lined drawings to reflect the as-built conditions. The as-built drawings shall also reflect all formalized changed conditions and work by others as required. Inspect the construction contractor’s red-lined documents on a regular basis. Inspectors shall red-line field percentages on Contractor pay requests and initial that the field redlines are up to date.

  • Coordinate the construction contractor’s scheduling of required training for Contractor O&M personnel. Assist the CM with the coordination of commissioning, acceptance and turnover of systems or equipment from the construction contractor to the Government. 

  • Inspect/witness all delivered materials and verify their accuracy in accordance with contract documents and approved submittals.

  • Assist the CM in coordination and execution of pre-final and final inspection of the contractor’s work. Prepare detailed punch list and verify that all punch list items have been completed prior to recommending that final payment be processed. Assist the CM in the release of final contractor’s acceptance data packages.

REQUIRED SKILLS/SPECIAL TRAINING/CERTIFICATIONS:

Journeyman Electrician or Master Electrician Certification/License.

EDUCATION/YEARS OF EXPERIENCE:

15+ years of experience in construction management, construction discipline and trades or related field. High school diploma/GED. Equivalent education/experience is applicable. Good communications and analytical skills; working knowledge of computer systems and integrated software application programs.

PREFERRED QUALIFICATIONS:

Current license from the Florida Building Code Administrators and Inspectors Board.
