Amentum is seeking a Contingency Planning Principal to join our team of passionate individuals in Warrenton, VA. In this role you will support challenging, mission-critical projects that make a direct impact on the Nation’s security and intelligence mission.

The mission of the Lone Wolf program is to support, operate, and maintain the Distributed Continuity Integrated Network - Top Secret Enterprise Services (DCIN-TS ES) which is a DoD-provided, TS/SCI, integrated voice, video, and data, global communications network that facilitates collaboration among senior leaders and key staff. The Lone Wolf program boasts a professional workforce comprised of specialists throughout the Information Technology lifecycle and who contribute to a positive work environment.

Responsibilities:

The duties and responsibilities of the Contingency Planning Principal include, but are not limited to, the following:

  • Develop overarching contingency policy framework and governance structure
  • Manage the development, implementation, and maintenance of the following plans:

    • Overarching Contingency Plan (master document)
    • Crisis Communications Plan
    • Critical Infrastructure Plan
    • Cyber Incident Response Plan
    • Disaster Recovery Plan
    • Information Systems Contingency Plan
    • Occupancy Emergency Plan
  • Assist with Continuity Program development and implementation
  • Ensure all plans comply with relevant federal directives and standards, including NIST 800-34 and FEMA Continuity Directives
  • Serve as the Alternate Emergency Planning coordinator (EPC) for all COOP activities
  • Conduct capability testing and maintain communication during exercises and actual events
  • Coordinate notification of potential relocations and distribution of official orders to leadership and continuity personnel
  • Manage the Information Systems Business Impact Analysis (BIA), per NIST 800-34
  • Determine recovery time objective and recovery point objectives
  • Assess impacts of disruption to mission essential functions
  • Assist the Exercise Planning Principal with developing comprehensive TT&E plans and events
  • Analyze exercise results to identify gaps and areas for improvement
  • Develop and deliver contingency and recovery training for technical and non-technical personnel
  • Document test results and maintain historical exercise data to demonstrate improvement over time
  • Ensure exercise design aligns with Homeland Security Exercise and Evaluation Program methodology
  • Serve on the Emergency Response Group and Incident Command Team
  • Participate in incident response activities during actual events and exercises
  • Coordinate with emergency management personnel and IT staff during plan activation
  • Maintain readiness for activation
  • Implement and coordinate National Incident Management System (NIMS) and Incident Command System (ICS) principles during exercises and actual incidents, as necessary


Requirements:

  • Must have active Top-Secret clearance with SCI or TS with the ability to acquire SCI
  • 10+ years of experience in emergency management, continuity planning, or a related field
  • 10+ years of experience within the U.S. Intelligence Community
  • Demonstrated experience in developing and implementing contingency plans
  • Experience designing and conducting contingency exercises and tests
  • Knowledge of TT&E program coordination and exercise design
  • Knowledge of NIST 800-34, FEMA Continuity Directives, and other relevant policies
  • Experience conducting a Business Impact Analysis
  • Strong understanding of IT infrastructure, backup system, and recovery technologies Must be able to work a 40-hour work week, normally Monday through Friday.
  • Ability to work overtime during critical peaks and be available to meet last-minute requests for overtime if needed.
  • Familiarity with MS Office applications such as Excel, Word, Outlook, SharePoint, Project, and Visio.
  • Exceptional attention to detail; excellent verbal and written communication skills; strong critical thinking, organizational, time-management, and problem-solving skills.
  • Ability to work both independently and as part of a team in a dynamic environment.


Clearance Required:

  • Must have active Top-Secret clearance with SCI or TS with the ability to acquire SCI


Minimum Education:

  • Master’s degree. (In lieu of Master’s degree: At least 12 years of combined experience in continuity of operations, emergency management, or related planning functions.)


Minimum Years of Experience:

  • 10 years of relevant experience


Required Certifications:

  • FEMA Homeland Security Exercise and Evaluation Program course (E/K/L-0146)
  • FEMA Level I Professional Continuity Practitioner


Preferred:

  • CI Polygraph
  • FEMA Level I Continuity Practitioner
  • Experience with NIMS and ICS
  • Experience with GETS and WPS
  • Experience with enterprise-level disaster recovery solutions and technologies
  • Knowledge of DevOps and infrastructure-as-code approaches to recovery
  • Experience with automated failover and high-availability solutions
  • Background in IT disaster recovery planning
  • Experience with SharePoint and other collaboration tools
  • HSEEP methodology experience
  • FEMA Master Exercise Practitioner
