Amentum is seeking a highly motivated and forward-thinking Continuity of Operations Program (COOP) Planner to provide direct support to the U.S. Indo-Pacific Command (USINDOPACOM) Headquarters Continuity of Operations Program at Camp H.M. Smith, Hawaii. This role is central to sustaining operational readiness and ensuring uninterrupted command and control during crises, contingencies, and exercises.
 

As a key member of the J3 Directorate, this individual will also serve as the alternate Emergency Planning Coordinator (EPC), assisting in the full lifecycle of continuity planning and execution. The position requires a unique combination of strategic foresight, technical fluency, and strong collaboration skills to help safeguard mission continuity for the nation’s largest geographic combatant command.

Essential Responsibilities:

  • Serve as the COOP Planner for HQ USINDOPACOM, and as the J3 Directorate alternate Emergency Preparedness Coordinator, supporting all planning, coordination, and execution efforts related to COOP.
  • Develop, update, maintain all continuity support documents aligned with DoD and USINDOPACOM directives, including the Mission Assurance plans and Standard Operating Procedures.
  • Plan for recovery efforts after natural and manmade disasters, including but not limited to fire response, controlled burns, flood response, power outages, and other identified threats.
  • Ensure COOP plans are prepared, maintained, and communicated effectively across all relevant stakeholders.
  • Design and support the coordination and execution of COOP exercises, including scenario development, objective setting, and After-Action Review documentation.
  • Track and maintain compliance with applicable continuity directives, policies, mandates, and reporting requirements.
  • Provide real-time support during COOP activations ensuring operational continuity of the headquarters.
  • Coordinate with JDIRs, subordinate commands and service components, and interagency partners to synchronize continuity planning efforts.
  • Prepare and deliver clear, well-structured briefs, reports, and decision support products tailored for Flag Officers and General Officers.
  • Maintain a working knowledge of regional threats and risks that could impact continuity operations across the INDOPACOM AOR.
  • Perform other reasonable and related duties, assigned by the client, that support the planning, execution, or sustainment of COOP activities.

Minimum Requirements:

  • Bachelor’s degree.
  • In Lieu of bachelor’s degree: At least 10 years of combined experience supporting the Department of Defense (DoD), with a focus on continuity of operations, emergency management, or related planning functions.
  • Prior experience supporting Joint Operations or working within a Combatant Command Headquarters environment.
  • Demonstrated ability to work independently and collaboratively in a high-tempo operational setting.
  • Proven experience developing and presenting executive-level briefings and decision support products.
  • Strong written, verbal, and interpersonal communication skills.
  • Highly proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook), with the ability to quickly adapt to new or updated software platforms and tools.
  • Must have an active Top-Secret clearance and be SCI eligible. Note: U.S. Citizenship is required to obtain a Top-Secret Clearance.

Preferred Qualifications:

  • 3 or more years of experience working within the U.S. Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR).
  • Prior role(s) as a COOP Coordinator, Emergency Planner, or similar within DoD or a federal agency.
  • Familiarity with continuity directives such as CJCSI 6530.01, DoDI 3020.42, and Federal Continuity Directive 1 (FCD-1).
  • Experience with continuity software platforms, exercise design, and continuity compliance tracking.
  • Understanding of USINDOPACOM's Theater Campaign Order (IPCO), OPLANS, and contingency operations.
  • Experience leveraging artificial intelligence tools, data analytics platforms, or automation technologies to support planning, decision-making, or operational continuity.

Compensation & Benefits

HIRING SALARY RANGE: $145K - $170K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
