Purpose and Scope 

Continuous Improvement (CI) Manager drives organizational excellence by identifying inefficiencies and implementing process improvements. This role involves applying methodologies such as Lean Six Sigma to increase productivity, reduce waste, and improve the quality of services and processes. The CI Manager is also responsible for monitoring the Deduction Schedule and analyzing processes to evade violations or missed deadlines. Excellent communications and leadership skills imperative to work with contractor and government of all levels. The C Manager will report to the S&MA Manager.

The SOCS contract is a NASA Facility maintenance contract that affects some 300+ facilities utilized in the processing of NASA Artemis and Commercial customer launches. As the CI Manager, the expectation is to work independently with all branches of the company to identify opportunities for improvement, set up a CI accountable site, lead teams promoting the quality and process improvements and Lessons Learned from nonfunctional processes, identify champions and team members, keep the CI initiatives on track, report status to NASA and Amentum management weekly and complete Improvement objectives by goals set forward. The Deductions Schedules is  a list of deliverables covering all aspects of the contract; if not met, SOCS will incur financial penalties.

Job Duties and Essential Responsibilities           

  • Develop and maintain a Continuous Improvement (CI) program, plan and share-site that demonstrates Quality and Process Excellence for the Amentum SOCS contract. Obtain Leadership buy-in on plan.

  • Develop an approach and plan to monitor Deductions Schedule; Give immediate attention to potential violations.

  • Develop and maintain a Lessons Learned program and share-site for promoting Lessons learned and processes improved as a result.

  • Develop and integrate the CI program into the facilities maintenance program utilizing reliability engineering practices to improve the overall process flow and integrate Reliability Centered Maintenance (RCM) principles to improve reliability and reduce overall maintenance costs.

  • Lead Lessons Learned investigations, at management direction, to uncover process failures and foster process improvements that will drive a sense of improvement to company and customer workforce.

  • Work with the Safety and Mission Assurance office to develop quality improvements to the current Quality and audit processes to become compliant with current NASA Quality guidelines and industry standards for auditing.

  • Work with various branches to improve processes that are not able to meet Contract deduction guidelines.

  • Produce weekly status reports of all ongoing CI initiatives along with potential cost saving benefits.

  • As part of the Sustain portion of the CI processes, document the methods for verifiable cost savings or process improvements for each CI initiative.

  • Represent Amentum in NASA periodic CI meetings to develop and present Quad charts for the Amentum SOCS contract.

  • Chair Monthly Meetings with the SOCS CI management team to present status of overall program initiatives.

  • Work with department Managers to ensure that team members can dedicate time to initiatives and stay in track for goals.

  • Solicit input from Managers for candidates for Green Belt and subsequent Black belt certification programs. Provide/facilitate the certification training. Provide Track the candidate progress and report to management monthly on progress.

  • Provide support to the monthly System Health and Readiness Program (SHARP) teams, as required, to provide updates on CI initiatives affecting their respective processes. 

  • Provide reporting in Management Steering Committee meetings on overall status of CI program efforts.

  • Work with CI Team leaders to set up site visits, experimental investigations and analyze problems, propose solutions and alternatives, and provide recommendations.

Education and Experience Requirements

  • A bachelor’s degree in engineering, environmental, Industrial, physical science, quality management, safety and health or related field.

  • Must have at least five years of experience as a Six Sigma Master Black Belt.

  • 10-14 years related experience with data mining and analysis, CI, quality, risk, safety, and performance management.

Required Minimum Position Knowledge, Skills, and Abilities:

  • Excellent communication, team building and analytical skills.

  • Possesses broad expertise and knowledge of areas of specialization and contributes to the development of company objectives and principles and achieves goals in creative and effective ways.

  • Strong people skills to motivate team members and management to provide necessary support for completing Process Improvements

  • Ability to exercise sound judgement and reason.

  • Strong ability to use data and analysis to make fast data-driven decisions.

  • Capable of using spreadsheets, word processing and standard Microsoft Office software to include Excel, Word, PowerPoint and Visio.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instruction, and procedure manuals.

  • Ability to read and understand schematics & blueprints is preferred.

  • Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

  • Must possess general knowledge of office routines to include scheduling, general office administration, and a working knowledge of standard computer software.

Other Requirements:

  • Must be a U.S. citizen and able to obtain and maintain required clearances/badges as required by program and position

  • Must have the ability to communicate in English, both verbal and written in an effective manner.

  • Must have and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of the improvement process on-site discovery efforts. Site hazard training and Personal Protective Equipment are provided.
