The Countering-WMD Training and Curriculum Lead position is responsible for designing, developing, and implementing all Countering-WMD training requirements in support of Defense Threat Reduction Agency (DTRA) initiatives in partnership with the Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS).  The Training and Curriculum Lead plans, develop, coordinate, and/or execute training, workshops, or exercises to strengthen or establish PN capabilities, including events to support PN CBRN/CWMD National Response Plans, emergency response procedures, consequence management, or counterproliferation measures. This position serves as a curriculum manager, classroom instructor, exercise observer/controller, and workshop facilitator for Amentum’s Countering-WMD Security Cooperation Engagement Program (CSCEP). Additionally, the Training and Curriculum Lead is responsible for supporting a variety of project management activities supporting the Task Order Manager with primary focus on the management of curriculum materials including the creation, editing, and revision of law enforcement curriculum materials.

The Training and Curriculum Lead will engage directly with the Task Order Manager to support all DTRA CWMD program activities required to cultivate, modernize, and sustain Partner Nation capabilities necessary to strengthen U.S. interoperability to counter WMD threats. The Training Lead will work with relevant stakeholders, host-nation forces, and OCONUS-based personnel to ensure appropriate planning, resourcing, and coordination requirements ahead of major workshop and training events. The Training and Curriculum Lead supports the Task Order Manager in the management of task execution, schedule, costs, and subcontractor activities to meet contract or task order requirements and provides on-site facilitation of all training and exercise activities. The Training and Curriculum Lead manages and assists all instructors in designing and developing all program deliverables.

Key duties include:

  • Leading CWMD-specific training content development aligned to DTRA, DoD, and CSCEP standards

  • Integrating MEL-based sustainment pathways into PoIs and TSPs

  • Working with SMEs, translators, and instructional designers to adapt content to partner nation needs

  • Conducting regular curriculum reviews and updates based on operational feedback and evolving threats

  • Supporting event assessments, after-action reporting, and training evaluation metrics

Required Qualifications:

CBRN / CWMD Operational SME

  • Serves as a highly technical subject matter expert knowledgeable in procedures related to countering weapons of mass destruction (CWMD) hazards in support of joint, combined, and interagency operations

  • Provides Subject Matter Expertise for training on WMD hazards and threats, Personnel Protective Equipment (PPE), decontamination operations, presumptive detection equipment, procedures for sensitive site exploitation, and interoperability requirements between U.S. and Partner Forces. 

Training Management and Sustainment

  • Manages and executes customized Counter-WMD training and subject matter expertise supporting CWMD training, exercises, workshops, and capability evaluations.

  • Overseas and assists the primary instructional team with the delivery of courses in classroom and field environments that focus on applying practical theory through hands-on exercises and scenario-based practice events.

  • Coordinates and facilitates all training planning, scheduling, and logistical support required by Mobile Training Team (MTT) course delivery Plans, schedules, organizes, and facilitates meetings, conferences, or off-sites visits as required by the project Contract Officer Representative (COR) to support all multinational project sustainment initiatives

  • Develop unit-level Standard Operating Procedures (SOP), Tactics, Techniques, and Procedures (TTP), and Training and Evaluation Outlines (T&EO) forms required by customer or client

Curriculum Design, Development, and Delivery 

  • Provides CWMD expertise to analyze, design appropriately, and develop course materials, including instructional plans, exercises, evaluations, activities, job aids, and all other required materials, in accordance with company/client requirements.

  • Assists with research, development, and validation of master training plans, standard operating procedures, and supporting training support guidance as required by contractual requirements and/or customer demands

  • Assists with the delivery of all contract-required training courses, exercises, and partnership events

  • Conducts curriculum recovery using the ADDIE process to ensure all training materials are refined annually

  • Plans, designs, develops, implements, and evaluates contract-required field training exercises, capability demonstrations, and validation exercises.

Technical Writing

  • Serves as Subject Matter Expert of CWMD and CBRN doctrine and provides accurate interpretation to effectively compare with Partner Nations to form a common understanding of the Operational Environment to inform future combined commitments and capabilities

  • Assists in the development of unit-level Standard Operating Procedures (SOP), Tactics, Techniques, and Procedures (TTP), and Training and Evaluation Outlines (T&EO) forms required by the client

Communication

  • Assists with the planning, developing, resourcing, and execution of all Key Leader Engagements (KLEs), Working Groups, and product development

  • Coordinates and facilitates virtual teleconferences (VTC), in-person workshops and composes associated outcomes reports

  • Identifies problems (assumptions & risks), gathers data, analyzes/evaluates data, and communicates findings to key stakeholders

  • Provides frequent periodic feedback and accurate reporting to Task Order Manager.

Highly Desired Skills and Experience:

  • Prior experience supporting DTRA training programs

  • Familiarity with NATO, CBRNE, or CWMD partner nation operations

Travel Requirements:

  • CONUS-based; OCONUS travel up to 30% for partner nation curriculum validation or field events

  • Must be willing to support rotating shifts, nights, and weekend operations based on task order needs and partner nation engagement schedules

Required Knowledge, Skills, and Experience:

  • Current US Secret Security Clearance

  • Expertise in instructional systems design (ISD) aligned to MIL-HDBK-29612 standards

CBRN Knowledge and Skills

  • Graduate of U.S. military or comparable federal CWMD/CBRN School as a qualified response team specialist or accredited equivalent program.

  • Knowledge of all the CBRN threats/hazards, detection/identification instruments, CWA and BWA threats/hazards, personal protective equipment, and CWMD operations

Operational Experience

  • Background in CWMD operations, intelligence analysis, or strategic force capability assessments

  • Experience with FBI, HSI, CBP, or similar police WMD, counterproliferation, hazardous materials emergency response

  • Qualified experience conducting CBRN site assessment, render-safe, detection, sampling, verification, site exploitation, packaging, escort (surety and non-surety), limited disablement, limited elimination, technical decontamination, confined space awareness, and limited consequence management in support of combatant commanders and/or lead federal agencies

  • Minimum of 10 years of experience in leadership/operations coordination roles within a U.S. operational or strategic level command, preferably focused on CBRN or CWMD operations

Curriculum Development and Training Instruction

  • Formal instructor certification (military or commercial) required; Master Instructor certification preferred

  • Formal curriculum development training, certification, and experience

  • Proven ability to write training curriculum, analytical reports, case studies, and related military doctrine (SOPs and TTPs)

  • Minimum 8 years of experience implementing training projects for U.S. DoD WMD programs

  • Exhibits a high degree of attention to detail while designing, developing, and editing course products

Communication

  • Expert in oral, written, and virtual communications

  • Ability to instruct and mentor multinational forces on technical topics, principles, theories, and concepts of varying scientific complexity with limited background knowledge

  • Experience engaging and advising the U.S. and foreign military senior leaders on the integration of near, mid, and long-term program plans, programs, and resources

Mission Analysis and Sustainment Planning

  • Experience supporting DTRA CTR efforts

  • Proven ability to provide strategic recommendations that affect reform to resolve substantive problems across organizational planning, programming, budgeting, and execution processes

  • Knowledge of governing DoD supply chain and catalog regulations, policies, procedures, instructions, and associated logistic support systems

  • Plan and execute technical workshops and site visits to support and evaluate host nation military units

Highly Desired Skills and Experience:

Communication

  • Computer – M.S. Office, MS Word, Excel, PowerPoint, Content Management Systems, SharePoint, MS Teams, and virtual team collaboration editing

  • Basic Writing – Ability to use correct grammar, punctuation, spelling, vocabulary, clarity, brevity, engagement, proofreading, and revising

  • Presentation Writing – PowerPoint, creativity, brevity, and curriculum materials

Overseas Experience

  • Experience serving overseas in support of geographical commands and/or Embassies

Time Management

  • Ability to function at a high level with little oversight as well as work as part of a larger team to complete mission objectives

  • Capable of working under tight deadlines and managing tasks through successful completion

Travel Requirements:

  • CONUS-based; willing to travel OCONUS up to 30%

  • Willing to work rotating shifts including nights and weekends as required to support partner nation and US-based training events
