Country Manager- Light Construction Crew (LCC)

This position is contingent upon Customer approval, funding, and/or position availability.

The Country Manager is responsible for the operations of the Light Construction Crew (LCC) Task Order. This position is the principal point-of-contact for the project management and planning in the LCC and has responsibility for Project Management activities, provides technical oversight to ensure business requirements are met, aligns resources, and manage change.

The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Work is performed with considerable independence within established DoS policies, regulations, and technical guidelines.
  • Receives projects from OMSS COR/ACOR.
  • Perform duties as the PAE authorized representative for the technical and administrative performance of all services required under the LCC Task Order.
  • Act as the first Point of Contact (POC) for contractual or administrative questions or difficulties that arise related to the contract, interfacing with the CO, COTR, and Government leadership on a daily basis.
  • Oversee the management and implementation of the Program Management Plan.
  • Serve as the on-site point of contact for formal discussions with the customers and the Government, including frequent customer interaction with the intent to sustain and improve customer satisfaction.
  • Oversee the coordination of work priorities and monitoring of methods, procedures, and programs.
  • Recommend, develop, implement, establish and enforce procedures and programs to increase efficiency and improve cost effectiveness to the program.
  • Key responsibilities on contract performance include adherence to company and government processes, regulations, and statutes.
  • Participates in the negotiation of contract and contract changes.
  • Establishes milestones and monitors adherence to master plans and schedules identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Instruct staff in company work policies and procedures.
  • Review work orders and work order reports to ensure the tasks are completed on-time and inspects the projects to ensure all work is accomplished per the SOW.
  • Confers with staff in order to resolve performance and personnel problems.

OTHER RESPONSIBILITIES:

REQUIRED:

Minimum Acceptable Experience Level:

  • Minimum 10 years of supervising responsibilities in at least one of the major construction trades is required.
  • Possess knowledge of the theories, principles, and practices of project management.
  • Knowledge of technical information systems.
  • Ability to demonstrate and provide leadership and collaboration in diverse experiences to address operational methodologies in project planning and management and customer service

Education

  • A high school diploma or GED is required.
  • A bachelor’s degree in construction management or Master’s Degree in a similar profession is preferred, however, verifiable experience managing multiple trades in a large institutional setting or managing construction projects will be considered in lieu of 4 year degree.
  • PMP Certification is required.

Passport, Licenses and Certifications:

  • As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.
    • Valid drivers’ license is required.

Security Vetting: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.   

Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures. 

Medical: Successfully complete and pass the medical and drug examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and drug requirements for duration of deployment.

DESIRED:

  • Relevant overseas contract experience.
  • Experience working with Amentum.
  • Knowledge of Microsoft Word, Excel, PowerPoint, Outlook, Project, and Visio.

OTHER KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of all principles and processes involved in supporting contract responsibilities at an overseas facility.
  • Experience providing excellent customer services.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Cross-cultural sensitivity with an international perspective.
  • Excellent organizational and time management skills
  • Expert computer skills, specifically in Microsoft Word and Excel.
  • Ability to become an active and functioning member of a team.
  • Must have the ability to be innovative and be an agent for change.
  • Expert communication skills to facilitate and disseminate information.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
