Purpose: The Director of Transportation (DOT) manages the day-to-day operations of all the Program Management Office (PMO) transportation missions to include the Red Ball Express (RBE) and container management. Directly responsible for all transportation operations under this effort. Provides overall technical support and guidance for transportation requirements on the contract. Responsible for transportation readiness reporting and data management in the Transportation Coordinators’ Automated Information for Movements Systems II (TC-AIMS-II) for the Army Prepositioned Stocks 2 (APS 2) operation in Germany. This position is responsible for 24/7 planning and synchronization of the transportation operations; provides classified asset visibility by unit and type; integrates/manages data and reports; and directly coordinates with the 405th AFSB to ensure property/equipment is uploaded into TC-AIMS II and interact with customers at battalion, brigade, theater-sustainment, theater-headquarters, and Army-Sustainment-Command levels for operational assurance. This position is responsible for ensuring that the assigned APS 2 worksite operates in accordance with current regulations and directives and achieves or exceeds established goals or performance standards. This position is responsible for all equipment data compiled into the Unit Status Report (USR) in accordance with Army Regulation 220-1. The DOT uses technical knowledge to provide guidance on effectively utilizing TC-AIMS and Vantage to manage transportation and logistics projects.
Positions Reporting to this Function: Project Specialist, Material Coordinators- Truck Driver ADR, Movement Control Drivers, and Container Specialists.
Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily.
- Directs and leads subordinates for day-to-day operations and ensures daily assignments are carried out in a responsive and timely manner.
- Develops and implements Standard Operating Procedures, Work Instructions, and training plans.
- Coordinates program transportation activities to meet transportation related Performance Work Statement (PWS) requirements and acts as the focal point for the Transportation Managers in support of those requirements.
- Provides technical guidance and technical assistance to transportation personnel on current principles, practices, procedures to be employed, quality of work expected, and LIS systems to be used.
- Establishes and maintains effective coordination between the Logistics/Transportation Department Army Sustainment Command (ASC) and 405th AFSB, customer agencies CONUS and overseas, as well as transportation providers supporting APS 2 locations to assure continuous effective logistics support.
- Reviews the CRSP yards’ operations and processes to identify improvements for inbound and outbound movements.
- Develops an internal Mobilization Common Operation Picture (MOBCOP) for inbound and outbound equipment.
- Creates internal Container Management trackers for all ISO containers to simplify the required JCM update processes.
- Ensure Fuel Handling Training is being conducted to standard for the program.
- Assists 21st TSC Linehaul and Rail Operations sections.
- Assists 21st TSC Container Management section with container distribution and turn-in via DRMO/DLA.
- Reviews and analyzes all reports submitted by General Managers, CRSP Manger/Supervisors, and Transportation Managers.
- Initiates corrective action or revision of internal methods or procedures, in accordance with regulations, directives and guidance from higher authority, to resolve problems, simplify operations and increase the efficiency and responsiveness of supply and services operations.
- Reports, with recommendations, to the Project Manager all transportation requirements or operational problems that are beyond the existing capabilities or authority of current resources.
- Designs and executes strategies and plans to meet short-term and long-term transportation requirements.
- Enforces company and project standards of performance and discipline.
- Supports the quality control program by monitoring and reporting on compliance with POPs, SOPs, program/project directives, work instructions, performance metrics and customer feedback.
- Ensures proper division of workload between activities and sites.
- Ensures the efficient and productive utilization of resources.
- Accomplishes all contractual requirements within the allocated operating budget and manages that budget by CLIN and cost code.
- Prepares and submits Contract Data Requirement List (CDRL) in accordance with published standards and schedule.
- Minimizes program exposure to risk through planning and analysis.
- Integrates/manages data and reports.
- Ensures transportation data integrity at all times.
- Coordinates with BDE and above to ensure program transportation requirements are being met as determined by the government customer for issue and re-issue to the gaining unit or other entity as required for each ECHA mission.
- Enforces the highest of ethical standards and conduct IAW company policy.
- Ensures strict compliance to safety practices and support the Amentum Safety Policies and Procedures.
- Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
- Adheres to ISO Policies, Procedures, and Work Instructions in support of the Amentum Quality Management System
- Performs other duties as assigned.

Required Qualification & Experience Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required.
- 11 years’ experience in transportation or logistics required.
- 11 years’ supervisory experience and a comprehensive knowledge of governing regulations, policies, and procedures.
- Experience in a senior military BDE staff level or above logistics position preferred.
- Must have comprehensive knowledge and experience in planning and coordinating shipping, tracking and management operations using TC-AIMS and JCM required.
- Hands-on knowledge of U.S. Army logistics systems to include TC-AIM and JCM required.
- Must be able to speak, read, write, and understand English.
- Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
- Must have or be able to obtain a US Passport.

- Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans and prepare reports, plans, and working instructions.

- Must be able to lift 25 lbs. continuously, 50 intermittently, 51+ pounds with the assistance of another person, touching dexterity (hand and finger), carrying, clear seeing-general, close vision, color perception, clear speech, driving vehicle, moving objects.
- Ability to perform job duties efficiently and effectively up to a 48-hour work week.
- Must be able to endure long hours (overtime as required).
