The Deputy Mission Assurance Manager, under the direction and/or as delegated by the Mission Assurance Manager, supports and assists in the implementation of the mission, vision, direction, and strategy to deliver safe, timely, and cost-effective accomplishment of the ESH&Q scope of work through demonstrated commitment to ISMS and safety excellence.  This scope includes environmental protection, industrial safety, industrial hygiene, quality assurance, radiological protection, emergency services, and fire protection programs supporting safe and effective performance of the WTCC mission.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Acts as the Mission Assurance Manager during absences from the site.  May also include Acting for ESH&Q department managers during absences as necessary.

  • As directed or delegated by the Mission Assurance Manager, supports or leads the following responsibilities:

  • Management of the WTCC ESH&Q organization by leading, directing and coordinating activities consistent with established goals, objectives, and policies.

  • Provides organizational leadership and mentoring for subordinate managers and staff.

  • Develops and Implements requirements-based programs to ensure attainment of goals and performance-based incentives.

  • Provides direction and structure for various operating and support organizations within ESH&Q. May participate in developing policy and strategic plans.

  • Responsible for implementation of and compliance with the following functions: Industrial Safety, Industrial Hygiene, Radiological Control, Environmental, Emergency Services, Fire Protection, Quality, Safety & Health.

  • Champion and drive execution of the application of ISMS principles and values throughout the WTCC ESH&Q organization and in interfaces with DOE, other contractors, suppliers, regulators, oversight agencies, and stakeholders.

  • Demonstrates executive leadership commitment to the corporate vision and core values. Model operations leadership commitment to the corporate vision and core values.

  • Directs and achieves the development of short and long-range objectives, policies. financial objectives and budgets, and operating plans for the organization.

  • Represents the WTCC ESH&Q organization to community leaders, industry groups, media, representatives of government and regulatory agencies, regulators, oversight agencies, and the general public.

  • Ensures all organization activities are conducted compliantly, and in accord with high standards of ethics and responsible business reporting.

  • Creates an engaged and motivated workforce to achieve company objectives and goals with a commitment to quality through the selection, motivation and development of all personnel while maintaining a high level of productivity.

  • Leads the robust application of employee involvement and Voluntary Protection Program tenets, a safe Work Environment where employees feel free to raise safety concerns without fear of retaliation, and event prevention attributes of Human Performance Improvement.

  • Delivers all work as described in a DOE-approved WTP Project Baseline in a safe, reliable, high-quality manner to meet contractual requirements as controlled through a DOE approved Earned Value Management System.

  • Provides timely and accurate communications and reporting of project performance, issues, opportunities, risks, and risk mitigation actions to the Manager of Commissioning and Operations.

  • Identifies and develops personnel for ESH&Q succession and in concert with parent company personnel development needs and opportunities.

  • Communicates complex technical issues to a broad range of audiences, both verbally and in writing. Communicates effectively in front of an audience, with little preparation, and in hostile situations.

  • Solves challenging management and technical problems and resolves immediate and long-term issues.

  • Independently analyzes a situation, determines the best course of action, assembles or delegates the required resources, gives direction and follows through according to applicable policies and procedures.

  • Problem solving must be demonstrated in the context of achieving results among divergent and conflicting parties in a highly visible and politically sensitive environment.

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

SUPERVISORY RESPONSIBILITIES

May supervise or lead various size groups and efforts, encouraging employee development and exhibiting good leadership principles

Education: Bachelor's degree in engineering or science or related discipline

Experience: Minimum of 10+ years’ experience in ESH& Q matters, or equivalent.  Minimum of 5 years management experience in ESH& Q matters, or equivalent.   Diverse experience implementing safety and health requirements in a radiological environment with diverse work groups preferred. 

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual-Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $170,828.19 - $281,857.30 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
