The Watch Officer is responsible for monitoring, reporting, and providing notification of emergencies in a 24/7 capacity. This position is responsible for emergency recognition, call-taking, notifications, communications, and reporting in accordance with DOE Order 151.1D, Comprehensive Emergency Management System. The candidate must be able to work watch office shift as assigned depending on business need. The candidate must also be able to work 24/7 on call as required for off hours, holidays, and weekends.
ESSENTIAL DUTIES/RESPONSIBILITIES:
1.Serves as an Emergency Management Watch Officer responsible for emergency call taking, communications, and reporting.
2.Monitor and review various systems for emergencies or disasters impacting LM operations and staff.
3.Operate the mass notification system to alert and communicate protective action messaging.
4.Perform information gathering, validating, sharing and coordination with internal and external organizations.
5.Develop, prepare, and engage in formal and informal communications for internal and external stakeholders at all management levels.
6.Support the development of emergency planning documents, reports, presentation materials, and official correspondences.
7.Support and participate in, emergency training, drills, exercises, and other readiness assurance activities.
8.Serve as a member of the emergency response organization as a qualified Emergency Management Watch Officer and the Emergency Operations Center Staff.
9.Perform other assignments within the emergency management organization as requested.
10.Ensure personal Safety and the safety of coworkers.
11.Other duties as assigned.
EDUCATION, LICENSE, CERTIFICATION, and EXPERIENCE
Education
Bachelor’s degree in emergency management, business, public administration, English, communications, or related field.
Experience
Minimum of 2 years of experience in emergency dispatching, response, communications, or related field.
Licenses
Valid Driver’s License
Certifications
No professional certification required
TRAVEL:
No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

REQUIRED SKILLS/ABILITIES:
1.Experience performing within a dynamic, high-stress environment.
2.Experience with oral and written communication to internal and external stakeholders or customers.
3.Experience in customer service within the government, nonprofit, or private/business sector.
4.Skill in operating radio, telephone, and computer equipment to receive, transmit, and record information.
5.Must serve as member of the Emergency Response Organization and serve on an 24/7 on-call basis to respond to emergencies.
6.Proficient with Microsoft Office Suite and/or similar technology platforms (e.g., Microsoft 365, PowerPoint, Excel, Microsoft Project, etc.)
7.Knowledge of emergency management principles, practices, and concepts.
8.Knowledge of the National Incident Management System and Incident Command System.
9.Experience in DOE operations center or watch office desired.

COMPENSATION & BENEFITS
HIRING SALARY RANGE: $52,271.70 - $66,182.72 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
