The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.
The Ground Systems Support (GSS) organization is looking for a Fabrication Project Manager for the Launch Equipment Shop (LES) who supports multiple programs for National Aeronautics and Space Administration's (NASA). A background in manufacturing, fabrication, and production planning is required. Project Managers (PMs) are the primary points of contact for projects and are responsible for overseeing them from start to finish. PMs work with customers, stakeholders, and functional support teams to develop artifacts required to propose, plan, execute, control, and communicate the key components of a project. PMs communicate across all organizational lines to ensure projects are executed on schedule and within budget and meet all technical requirements. They are also responsible for ensuring risks are properly identified, documented, and mitigated.
• Provide Project Management oversight and assist in managing all aspects of fabrication projects within the Ground Systems Support (GSS) Department
• Provide Project Management oversight and assist with the management of Project Scope, Risks, Budgets, Estimates, Schedules and Schedule Changes
• Provide Project Management oversight in coordination with LES Group Manager, Functional Leaders, Work Management and Manufacturing Engineers.
• Demonstrate understanding of, and assist in, project scheduling development and resource loading to capture all work performed
• Coordinate fabrication feasibility reviews on engineering drawings, Engineering Action Requests and other technical documents, contract mechanisms, etc., in execution of fabrication projects
• Perform duties as single Point-of-Contact (POC) for fabrication projects where work requested is sent off-site, all or part, and not performed at the various shops managed by COMET. Provide oversight for this work, once identified by Ground Systems Support (GSS) Management to be outsourced, from inception until delivery and closeout
• Host / Facilitate Project Team meetings
• Ability to work within established operating procedures and assist in navigating engineering and quality coordination for fabrication.
• Create appropriate Statements of Work (SOW) for outsourced work and be POC for all work and any issues in concert with COMET Project Managers, Engineering, Logistics, Construction Services, and outside vendors
• Exercise sound judgment, demonstrate excellent skills in working with other organizations, NASA and COMET customers, Contracts, and outside vendors
Perform other duties as assigned, including on-going or one-off special projects
Minimum Qualifications Requirement for consideration as:
- BS in Engineering or technical equivalent and 4+ years' experience
- Experience in project management principles, facility and ground hardware design/build projects and project cost accounting is mandatory.
- PMP Certification is highly desirable.
- Experience interpreting engineering drawings; working knowledge of end-to-end processes of construction and fabrication including assembly and test; experience writing statements of work and basis of estimates; understanding of sub-contracts execution and legal/regulatory requirements.
- Experience with raw materials and material processes such as grades of metals, chemical processes, and treatments (passivation, pickling, Alodining, etc.) is desired.
- Manufacturing knowledge to include machining, welding, pneumatic systems, mechanical assemblies, industrial paint and cable assemblies.
- Experience in Computerized Maintenance Management Systems (CMMS), Manufacturing Execution Systems (MES), Computer-Aided Design (CAD), Quality Management Systems (QMS), Inventory Management software, and Product Life Cycle management (PLM) Systems highly desirable.
- Must demonstrate excellent communication skills with NASA and other Contractors, and effectively represent COMET's needs on various projects with outside contractors as POC for GSS outsourced work.
- Ability to work effectively and cooperatively in a team environment.
- Must be able to coordinate work between multiple project disciplines.
- Requires demonstrated leadership skills as evidenced by prior experience.
- Ability to manage and prioritize multiple projects without missing deadlines or sacrificing accuracy and quality.
- Must be self-motivated, demonstrate understanding of program and project priorities, and be able to work independently with minimal supervision.
- Excellent communication, presentation, and customer interface skills with a proven ability to work effectively and collaboratively in a cross-functional team environment.
- Ability to coordinate multiple projects with multiple stakeholders and to deliver quality results within schedule.
- Perform other duties as assigned including special projects unrelated to normal work.
- Must have the ability to obtain and maintain a security clearance, if necessary.
- Must be able to travel to support position requirements.
- Grooming and dress must be appropriate for the position and must not impose a safety risk/ hazard to the employee or others.
- Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
- Must maintain a positive work atmosphere by demonstrating professionalism and communicating in a manner that fosters good relationships with customers, clients, co-workers, employees, and management.
Essential Functions Physical Requirements
- Will be required to climb stairs, possibly permanent ladders, in order to access equipment for walk down assessments of construction areas to provide estimates and to asses project status.
- Will be required to wear hearing protection, eye protection, hard hats, safety boots/shoes, and other associated personal protective equipment as required
- Position may involve extended periods of sitting or standing
- Physical requirements are: sitting, walking, standing, extensive use of stairs, and access to remote structures and high-noise environments
- Position is located on a hazardous facility; must be able to quickly evacuate buildings and or hazardous areas in the event of an emergency
Work Environment
- Will be required to work inside and outside throughout areas at KSC
- Position may require daily individual to travel to different areas both on and off site
- Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations
- Climbing ladders and platforms may be necessary
- All work must be completed in a safe manner in accordance with NASA and Company safety standards
Equipment and Machines - Computers and printers are used for producing reports, schedules, training, email, etc.
Attendance
- Full-time regular work hours between Monday-Friday
- Position may require overtime including weekend and holiday work depending on task and schedule
- Must be dependable and punctual
- Shift work may be required
