Purpose and Scope: 

Serves as the site Superintendent for personnel, fuel systems, and necessary equipment to perform the full lifecycle sustainment requirements and fuel systems operations in support of the Global Prepositioned Materiel Services (GPMS) Program.  Ensures compliance with Performance Work Statement (PWS) and 9001:2015 Quality Management System (QMS).

Essential Responsibilities:

  • Responsible for the supervision of personnel, fuel systems, and equipment, as well as the receipt, storage, issue, lifecycle sustainment, quality control, and accounting of all petroleum and cryogenics in the base inventory.
  • Reviews and evaluates mission requirements of all bulk fuel and cryogenic facilities, including aircraft refueling equipment.
  • Assures facility and equipment sufficiency and communicates to appropriate personnel, agencies, and higher headquarters of any deficiencies that could prevent accomplishment of the assigned day-to-day or contingency mission.
  • Plans, coordinates, forecasts, and schedules the shipment of fuel and cryogenic products to maintain peacetime and contingency levels.
  • Reviews and verifies shipping and receiving documents on all incoming shipments of fuels and cryogenics.
  • Reviews and approves/disapproves all inventory adjustment actions.
  • Develops and implements local policies/procedures and emergency fuel support plans and procedures not covered by Air Force and other governmental directives.
  • Reviews and evaluates the Fuels Management Quality Control program
  • Maintains adequate operating stocks and war reserve materiel.
  • Performs other duties as assigned.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Knowledge of fuel and cryogenic quality control assurance, theories, principles, practices, and techniques to evaluate the quality control program.
  • In-depth knowledge of Fuels Management quality control function to evaluate the refueling and defueling of aircraft, inventory control, support planning, fuel receiving, and cryogenic operations.
  • Knowledge of technical orders and publications to interpret, explain, and apply the technical requirements and specifications.
  • Knowledge of product procurement to implement the necessary elements of a mandatory quality assurance program.
  • Knowledge of a broad range of fuels operations to review and evaluate short- and long-term mission requirements in terms of operational readiness of all bulk fuel and cryogenics; to assure facility and equipment sufficiency and to inform higher level management of any deficiencies that prevent accomplishment of day-to-day contingency mission; to develop and implement local policies and emergency fuel support plans and procedures not covered by the military and other governmental directives; and to analyze issues independently and solve problems in the assigned AOR.
  • High school diploma or equivalent

Required Baseline Education:

  • A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.

Contract Requirements in accordance with Appendix J:

  • Must be eligible to obtain and maintain a US Secret Security Clearance
  • Completed Fuels Apprentice Course (J3ABR2F031 00AB), military service or commercial equivalent 
  • Completed FORCE Course (J3AZR2F051 05AB) or 10 years’ experience.
  • Government will schedule attendance at FORCE Course within 12 months of employment, if necessary
  • 5 years’ experience operations and maintenance experience on military or commercial refueling equipment
  • Certification: National Petroleum Management Association Certified Petroleum Specialist
  • (CPS) or equivalent certification is acceptable in place of fuels apprentice training and experience requirements.

Work Environment, Physical Demands, and Mental Demands:

  • OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.
  • Ability to travel domestically and internationally.
  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
