Purpose of the Position                                                                                                         

Responsible for performing all duties in adherence with established Service Level Agreements. Incumbent independently manages the day to day operations of certain functions within Human Resources. Regularly exercises discretion and independent judgment in interpreting and applying policy, plan design and regulations. Deals with complex and non-routine issues. Requires considerable interfacing with employees, upper management, and Corporate Human Resources personnel.

Duties and Responsibilities

  • Manages the Human Resources functions in support of service delivery of new business, service planning, help desk/call management services, personnel records, employee/labor relations, benefits, training, HRIS data entry, relocation, collections, tuition reimbursement, referral awards, collections, reassignment services, etc. Ensure compliance with applicable processes and policy. Analyzes data; provides input on strategy in conjunction with corporate objectives.
  • Supervisory responsibilities for HR Staff and business partners.
  • Investigates and resolves employee relations issues; including the investigation of harassment, discrimination, and other charges; managing discipline and discharge functions, and assuming responsibility for the uniform and equitable application of policies across the organization.
  • Prepares or coordinates preparation of reports in conformance with organizational needs to provide appropriate parties with necessary human resources information.
  • Ensures accurate processing of all documents necessary for implementation of the various programs and maintenance of records as required for compliance with applicable regulations.
  • Ensures that employees are provided with guidance and training on all department issues. Advises management on employee training needs and needed modifications on department procedures. Coordinates employee training sessions and guidance meetings.
  • Directs or assists manager with handling employee complaints and disputes; recommends and implements disciplinary action. Works with employee relations and legal counsel as appropriate.
  • Coordinates and fosters employee and management development training within the business units.
  • Administers human resources policies and procedures to support business unit and company philosophy, culture and strategic goals.  Advises and consults with all levels of management and employees regarding interpretation and application of policies, programs and issues.
  • Recommends and/or initiates the selection and hiring of employees. Trains and evaluates employees to enhance their performance, development, and work product.  Addresses performance issues and makes recommendations for personnel actions. 
  • Periodically reviews all processes and makes recommendations, where applicable, to edit process and/or policy and guidelines.
  • Responsible for monitoring and performing duties to meet department service level agreements.
  •  All other duties assigned.

Qualifications

  • Bachelor's degree or equivalent combination of education and experience
  • Bachelor’s degree in business administration, human resources, industrial relations, liberal arts or related field preferred
  • Five or more years of progressive human resources experience required
  • Labor relations experience preferred
  • SHRM or HRCI certification preferred
  • Experience working with human resources principles, practices and procedures
  • Experience working with human resources laws and regulations

Working Conditions

  • Physical effort involving able average standing, sitting, walking, or detail work. Occasional risk of injury due to hazards.

Physical Requirements

  • Must be able to lift and carry up to 50 lbs.
  • Dexterity to operate office equipment as required by the position.

Other Requirements                                                                                                           

  • Must be a U.S. Citizen in order to obtain required NASA badge.
  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire (candidate will be sent home if this paperwork is not provided upon arrival on date of hire).
  • Must have the ability to communicate the English language, both verbally and written, in an effective manner.
  • Must have, and maintain, a valid driver’s license.
