The Human Resources (HR) Specialist will be based at one of three Amentum sites in Iraq and will provide HR support to the Operations and Maintenance Support Services (OMSS) and Base Life Support Services (BLiSS) contracts, in support of the U.S. Department of State (DoS). This position will be responsible for providing HR support/customer service to the Amentum Iraqi workforce and section laders, administering HR programs and policies, and participating in continuous improvement initiatives. This position will report to the Senior HR Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive.

Duties:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.
  • Prepare or update employment records related to hire, transfer, promotion, and termination.
  • Be familiar with Company HR related policies and Iraqi labor law that impacts Iraqi staff, and be able to communicate them clearly to employees, including international employees.
  • Provide clerical and technical support for personnel actions.
  • Assist with onboarding employees, helping each candidate through the recruiting process. This includes hosting New Hire Orientation.
  • Support translation of official documents such as employment agreements, offer letters, and other official correspondence.
  • Schedule and coordinate host country HR training.
  • Assist with compliance initiatives to include scheduling of meetings, report development, and reconciliation, to include the following:
    • HRIS data entry
    • Develop and maintain HR metrics
    • Create and audit employee files
    • May assist with employee relations and investigations
    • May assist at other sites or be relocated as needed
    • Perform additional duties and projects assigned

REQUIRED:

  • Minimum Acceptable Experience Level:
    • Two (2) years’ experience working in at least two or more Human Resources functions (staffing, performance management, employee relations, benefits, HR administration, onboarding, training, compliance, payroll).
    • Two (2) years’ administrative experience, include document control.
    • One (1) year experience working with different nationalities.
  • Knowledge, Skills, and Abilities:
    • Proven ability to work in a fast-paced environment requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
    • Ability to monitor and consistently meet deadlines and have excellent organizational skills.
    • Requires critical thinking skills and the ability to work with minimal supervision—commitment to deliver customer service excellence.
    • Ability to maintain confidentiality for sensitive matters.
    • Ability to resolve conflict productively.
    • Ability to collect, analyze, and summarize data and to prepare clear and concise reports.
    • Keen attention to detail and a high degree of accuracy.
    • Experience in effectively dealing with all levels of an international workforce.
    • Ability to be an active and functioning member of a team.
    • Must have the ability to be innovative and be a change agent.
    • Expert communication skills in both English and Arabic to facilitate and disseminate information.
    • Proficiency in Microsoft Office software – specifically MS Word, Outlook, PowerPoint, and Excel. Experience with using everyday tools (e.g., email, data retrieval, voicemail, and internet/intranet).
  • Education: A high school diploma or GED and an associate degree in human resources, Organizational Development, Education, or other related discipline.
  • Security Vetting: Already have cleared Regional Security Office (RSO) vetting. Must maintain clearance for the duration of employment.
  • Medical: Complete and pass a medical examination as required by Amentum and our customer. Must maintain physical requirements for the duration of deployment.

DESIRED:

  • Previous experience supporting the HR function within a US Department of State (DoS) or Department of Defense (DoD) program.
  • Experience working with Amentum.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment. Work schedules are a minimum of 5 days per week and 8 hours per day. Employees must be willing and able to perform physical activities, including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
