The ISSM serves as the on-site Information Systems Security Management Officer (ISSM/O), providing dedicated cybersecurity leadership and technical support for a classified internal network operated exclusively by the 26th Weapons Squadron (26 WPS). This position is central to achieving and maintaining Authorization to Operate (ATO) accreditation for this internal network. The selected individual will fulfill both the ISSM and ISSO roles, with a strategic focus on compliance and accreditation, and a tactical focus on security operations and system support. The role operates under the authority of the Air Force’s cybersecurity framework while integrating with local O&M staff and 26 WPS mission leadership.

Essential Responsibilities:

  • Serve as the designated Information Systems Security Manager (ISSM) for the customer’s classified internal enclave, overseeing the full lifecycle of cybersecurity compliance and system accreditation in accordance with DoD RMF and AFMAN 17-1301.
  • Act as the primary cybersecurity authority for the enclave systems, directly supporting the mission of the 26th Weapons Squadron by ensuring secure and uninterrupted availability of enclave capabilities.
  • Lead the development and continuous maintenance of all cybersecurity documentation, including System Security Plans (SSP), Risk Assessments, POA&Ms, and CONOPS, ensuring alignment with current DoD policy and mission requirements.
  • Collaborate closely with Authorizing Officials (AOs), Security Control Assessors (SCAs), and the Wing Cybersecurity Office to manage accreditation artifacts, initiate ATO packages, and ensure timely renewals.
  • Direct and coordinate cybersecurity-related technical work with the on-site Operations and Maintenance (O&M) team, providing oversight for control implementation, vulnerability mitigation, and audit remediation.
  • Conduct and supervise vulnerability scans, system audits, and cybersecurity event investigations, ensuring timely reporting and response in accordance with AFI 17-203 and internal procedures.
  • Monitor security configuration compliance (STIG/SRG) across enclave assets and support configuration management by coordinating with relevant stakeholders for secure system baselines and change control.
  • Maintain and enforce local access control documentation, training records, and user agreements, ensuring that all personnel meet clearance and training requirements prior to system access.
  • Provide regular briefings and training to system users, administrators, and leadership on cybersecurity practices, risk posture, and compliance obligations tailored to the operational environment.
  • Support enclave sustainment by proactively advising on future design changes, upgrades, and procurement strategies, ensuring cybersecurity is built into the enclave’s evolution from inception to deployment.
  • Represent enclave cybersecurity interests during inspections, reviews, and audits by higher headquarters or external oversight agencies.

Minimum Qualifications:

  • A BS degree in Information Technology, Cybersecurity, Data Science, Information Systems, Computer Science, or equivalently relative discipline, from an ABET accredited or CAE designated institution.
  • Must have an active Top-Secret/SCI clearance with ability to obtain SAP/SAR access; DCID 6/4 eligible with current SSBI. Note: US Citizenship is required to obtain a Top-Secret clearance.
  • Must be self-directed and able to establish and meet project guidelines/timelines.
  • Must possess excellent oral, written, and graphical communication skills.
  • DoD 8140 IA Certification matched to ISSM responsibilities.
  • Minimum 1 year of experience as a manager of network systems/security operations, and directly involved with operations management, policy development, and procurement activities.
  • Must possess and maintain a valid state issued driver’s license.

Preferred Qualifications:

  • Master’s degree in a related field.
  • Experience with DODM 5205.07 Risk Management Framework, Operational Requirements and Contract Specific IA requirements.
  • Understanding of GSA approved security containers and locks.
