The Performance Management Specialist will be based at the Amentum Baghdad Diplomatic Support Center in Iraq and serve the Baghdad Life Support Services (BLiSS) contract in support of the U.S. Department of State. This position will be responsible for tracking and management of contract performance, utilizing resources to accomplish operational requirements. The Performance Management Specialist will report to the BLiSS Program Manager The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

The Performance Management Specialist is a key contributor to the oversight and optimization of performance-related functions for the BLiSS contract. This role ensures that performance objectives are met through the collection, analysis, and reporting of operational data and contract deliverables. The specialist serves as a liaison between site operations and program leadership to promote accountability, continuous improvement, and contract compliance in accordance with U.S. Department of State standards.

DUTIES:

  • Promote and maintain a safe and compliant workplace by ensuring safety remains a top operational priority in all areas of responsibility.
  • Adhere to and promote Environmental Health & Safety (EH&S) and Quality Assurance (QA) standards, contributing to ongoing audits, corrective actions, and program goals.
  • Collect, evaluate, and synthesize operational data from multiple departments to support performance tracking and decision-making.
  • Develop and maintain performance tracking tools and dashboards, leveraging SharePoint lists, libraries, and other digital systems to manage real-time data and historical records.
  • Monitor and ensure compliance with all Contract Data Requirements Lists (CDRLs), performance metrics, and contractual deliverables, including tracking due dates and submission quality.
  • Support the preparation and timely submission of reports, CDRLs, and performance summaries to the Program Management Office and external stakeholders.
  • Facilitate the implementation and communication of Key Performance Indicators (KPIs) and measurement standards across departments to foster a performance-driven culture.
  • Review and recommend updates to performance evaluation tools, systems, and workflows, aligning them with current operational requirements and industry best practices.
  • Assist with the identification of performance gaps and training needs through analysis and stakeholder feedback; support delivery of targeted training initiatives as required.
  • Participate in recurring meetings and conference calls, contributing insights, performance updates, and action items as needed.
  • Coordinate and manage meeting logistics, including preparation and distribution of agendas, scheduling, and capturing accurate meeting minutes to ensure accountability and follow-through.
  • Identify and recommend process improvements to enhance reporting efficiency, data accuracy, and contract performance monitoring.
  • Collaborate with cross-functional teams to support special projects, audits, and continuous improvement initiatives.
  • Perform other duties and responsibilities as assigned to support the program’s operational and strategic goals.

REQUIRED:

  • Minimum Acceptable Experience Level: Four (4) years’ experience in performance management or comparable role.
  • Proficiency in all Microsoft Office Suite products, including Word, Excel, PowerPoint, Visio, Access, and Project.
  • Familiarity and understanding of Project/Program Operations and Performance Work Statements.
  • Ability to work effectively with multi-national staff.
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports
  • Knowledge, Skills, and Abilities:
    • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
    • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
    • Cross-cultural sensitivity with an international perspective.
    • Excellent organizational and time management skills.
    • Computer skills, specifically in Microsoft Word and Excel.
    • Ability to become an active and functioning member of a team.
    • Ability to be innovative and be an agent for change.
    • Expert communication skills to facilitate and disseminate information.

  • Education: A high school diploma or GED. A two (2) or four (4) year degree in business, human resources, public administration or a related field, or experience managing a small workforce is preferred.
  • Licenses and Certifications: Valid drivers’ license from Home of Record.
  • Security Vetting: Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
  • Language Skills: Strong, professional, oral, and written English communication skills.
  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

DESIRED:

  • Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports
  • Experience providing excellent customer services.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Cross-cultural sensitivity with an international perspective.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
