About the Role

Our programmes require that we procure a diverse variety of goods and services in support of these nationally significant activities within strong regulatory guidelines.  Our priorities in these activities are fair & ethical treatment of vendors, securing value for money for the Client and guaranteeing punctual delivery for our project teams, safely.


As Project Buyer you will be required to lead procurement activities within R&T, engage with strategically important vendors, manage commercial activities to facilitate delivery and support onboarding of new vendors.
For reach-back purposes (around governance, regulation, procedure etc) the successful candidate will report into the central purchasing team.  However, this is a Project role so tasking will be co-ordinated under direction of the NPRT Programme Manager and Head of PMO (for wider AT&R procurement demands and strategy).

What you will be doing

•    Lead on all procurement activities for AT&R from identification of requirements, tendering, award, contract management and delivery
•    Establish the AT&R Approved Vendor List (AVL) and back-to-back this with Central’s AVL to guarantee seamless service from Vendors.
•    Co-ordinate Procurement activities, governance and regulation with central TC&I functional teams.
•    Proactively identify vendors of sole supply, categorised into either strategic necessity or exposed risk, and prosecute mitigation thereof.
•    Establish and prosecute a tracker for all live Purchase Orders within AT&R, their delivery status and payment position with Vendors.
•    Ensure validity of Amentum’s Enterprise Resource Planning (ERP) with documentation on Vendor side.  In other words, ensure contract commitments with vendors remain valid through the life of the procurement.
•    Lead negotiation on all aspects of the subcontracting process including writing and negotiating subcontract clauses to secure best outcomes for Amentum and its Clients in tandem with colleagues in Commercial.
•    Perform bid analysis to ensure best value for money and ethically sound award decision making.
•    Carry out appropriate contract management activity for all responsible contracts.
•    Travel to visit key vendors to build relationships, verify progress and support safety & technical auditing with [untitled Engineering Co-ordinator].
•    Expedite key purchases to ensure on-time delivery to projects and validate receipt with goods-in personnel for invoice approval purposes.
•    Work with finance teams to ensure suppliers are paid on time.
•    Work with Cost Engineers in AT&R to validate Project Manager positions on accruals and forecasted spend in the Supply Chain.
•    Conversion of Purchase Requisitions into quality, itemised purchase orders through appropriate tendering processes backed with thorough specifications (non-commodity purchases) and standards.
•    Facilitate application of Quality processes to remedy non-conformities.
•    Monitor compliance to ensure conformity of purchase to Amentum corporate guidelines and procedures. This may include co-ordination of Export Control regulation application as applicable.

Here’s What You’ll Need  

•    Exceptional Stakeholder Management and interpersonal skills
•    Experience with Business Administration, RFQs, POs, Invoicing etc
•    Degree (Level 6, minimum requirement) in a relevant subject 
•    Working towards membership of a professional institution is desirable (Level 4 CIPS minimum or equivalent experience required)
•    Expediting experience
•    A willingness for telephone and physical presence with Vendors is essential
•    Awareness of quality management practice
•    Familiarity with our ERP platform [CostPoint] is desirable but transferable ERP experience is essential
•    Fluent in Microsoft Office
•    Organisational skills

•    This role will require security clearance, therefore applicants should be of UK Nationality only, hold or be able to obtain security clearance in the UK

This means that you will need to have, or be able to obtain, Baseline Personnel Security Standard (BPSS) clearance and either Security Check (SC) or Developed Vetting (DV) clearance.
