The QCS is responsible to assure compliance with the requirements identified in the Scope of Work and the Contractor Quality Control Plan. This person must be physically at the project site whenever work is in progress. The required QCS for each task must be identified by the Contracting Officer (CO) for each specific task. Their responsibilities must include:

  • Review and approval of Contractor and subcontractor submittals.

  • Inspection of materials and equipment received on-site to assure compliance with contract requirements.

  • Inspection of on-site laboratory equipment and health and safety equipment to assure proper operation and accuracy.

  • Inspection of field activities. Supervision of Quality Control testing as required by the contract documents.

  • Assisting the Field ampler/Technician with the SAP sampling (see Section 8.1). This position is required as part of remedial action construction projects and will be included under individual task orders. One (1) QCS can oversee multiple projects.

QCSs must meet the following minimum qualifications:

A bachelor’s degree in engineering, science, or construction management. A minimum of three (3) years of experience in remedial system construction and one(1) year experience in quality control.

Education

A bachelor’s degree in an environmentally related field is required.  Common majors include environmental science, geology, biology, chemistry, or engineering.

Professional Experience

One year of field experience in environmental sampling.

Experience should include:

  • Soil, groundwater, surface water, sediment, and air sampling.

  • Chain-of-custody procedures.

  • Field QA/QC protocols.

  • Oversight of field teams and subcontractors.

Technical Training

Demonstrated proficiency in:

  • EPA-approved sampling methods.

  • Field instrumentation (e.g., water-quality meters, PID/FID, etc.).

  • Decontamination procedures.

  • Sample preservation and transportation.

Quality Assurance / Quality Control (QA/QC) Knowledge

  • Familiarity with EPA Field Sampling Quality Control procedures and SOPS.

  • Ability to implement and document QA/QC measures in accordance with EPA guidelines.

Regulatory Knowledge

Understanding of:

  • CERCLA, RCRA, Clean Water Act, Clean Air Act.

  • State-specific environmental regulations.

  • Sampling Plans (SAPs), Quality Assurance Project Plans (QAPPs), and Health & Safety Plans (HASPs).

Management & Leadership Skills

  • Ability to lead field crews, coordinate logistics, and manage subcontractors.

  • Strong communication skills for reporting and client interaction.

  • Competence in budgeting, scheduling, and project documentation.

Health & Safety Requirements.

  • OSHA 40-hour HAZWOPER certification.

  • Ability to work outdoors in varied conditions and lift equipment.

Compensation Details:

120,000
