Regional Disaster Response Program (RDAP) - Program Description
Under the RDAP, Amentum will provide comprehensive solutions to build disaster management and disaster risk reduction capacity across 31 countries in Latin America and the Caribbean (LAC) including but not limited to program management, technical assistance, training, and disaster and complex emergency response through leading-edge logistical solutions.
Amentum efforts will include multiple objectives. The first is to lead and coordinate humanitarian assistance responses to complex emergencies and natural disasters across the region by maintaining capacity to analyze emergency impacts, scale, and immediate humanitarian needs while maintaining capacity to deploy first-class trained and operationally ready disaster response staff in each country, procuring emergency response commodities and services, capturing lessons learned and developing and disseminating information related to disaster events and the United States Government disaster risk reduction programing. The second objective is to build capacity of national emergency management systems and other local or regional entities to mitigate, prepare, and respond to disasters by analyzing capacities and applying country-level strategic planning and technically innovative training. The third objective is to deliver an advanced disaster assistance program through highly qualified technical assistance that applies tailored approaches and best practices to implement effective and appropriate response support through a continual improvement model that draws on evidence-based data to guide decisions and activities.
Job Title: Senior Procurement Specialist
The Sr. Procurement Specialist shall be responsible for sourcing, negotiating, awarding, and documenting purchases for U.S. Government programs. The senior procurement specialist will execute customer prime contract requirements including government regulations, and public law. This position also compiles and analyzes data in order to perform comprehensive price analysis to establish price objectives for each purchase. This role is responsible for complying with Amentum Global Supply Chain policies, procedures, and underlying federal, state, and/or local regulations concerning the purchase or shipment of goods, materials, or services. This role ensures that requirements (prime contract, quality, terms and conditions) are properly communicated to contractors, sub-contractors, and partners and are fulfilled. This position is also responsible for managing contractors and partners performance to cost, schedule and quality requirements. The Senior procurement Specialist will report to the HQ GSCM Subcontracts Senior Manager (functional) and the RDAP DCOP (operational). The position will be based in San Jose, Costa Rica.
Key Responsibilities:
Leads the entire procurement process and oversees all aspects of purchasing goods and services from requisition and negotiations to contract award and delivery.
Leads the procurement function in the RDAP San Jose based PMO, including but not limited to the negotiations, strategy, tool and process implementation for procurement related to goods and services.
Provides leadership and direction to the procurement organization. Manages and develops resources to deliver business partner satisfaction and achievement of overall business and financial objectives.
Negotiates favorable contractual terms and conditions with suppliers.
Builds strong relationships with partners, fostering collaboration and teamwork.
Delivers on cost reduction commitments through the identification, development and execution of strategic sourcing initiatives.
Develops and implements efficiencies, standardized tools, practices and procedures shortening the quotation, Request for Proposals (RFP) and decision making and evaluation time.
Leads development and execution of a performance driven supplier management process resulting in structured feedback.
Implements, and maintains Amentum procurement policies and reviews on a regular basis to ensure relevance and conformance with best practices and ensure compliance with internal and regulatory policies.
Monitor procurement activities to ensure compliance with established Amentum procedures and regulations.
Optimize procurement efficiencies through standardized tools and practices.
Prepare and maintain procurement documentation in compliance with applicable regulations and Amentum compliance procedures.
Maintain accurate and up-to-date procurement records, including contracts, purchase orders, and supplier information.
Collaborate with program team to identify procurement needs and requirements.
Prepare complete backup documentation for procurement & submit to Global Supply Chain Management team and maintain adequate records as per Amentum policy.
Ensure Amentum and FAR regulations, policies, and procedures are followed and enforced.
Develop and maintain strong supplier relationships, fostering collaboration.
Help project staff understand the rules & regulation of procurement systems as necessary.
Gather current pricing information independently. Conduct price/cost/reasonability analyses.
Evaluate and document vendor performance and develop plans to improve supplier performance.
Train project staff to understand the requirements for submitting statements of work, to determine other technical specifications.
Prepare cost evaluation data and source selection documentation.
Resolve procurement-related conflicts efficiently and professionally.
Responsible for liaising with Amentum HQ procurement support team to deliver services in accordance with customer established timelines while ensuring that the integrity of the procurement process.
Provide direct supervision, training, coaching, mentoring, timely performance feedback and professional development opportunities to procurement staff.
Takes all company required training on schedule as required by HQ.
Follows email maintenance requirements, communications, line reporting and timekeeping protocols, as established by Amentum, and abides by Amentum ethical code of conduct. Takes required trainings on time, as required by Amentum.
Must be available after hours and on weekends to support emergency response priorities.
Carry out other duties and responsibilities as directed.
Qualifications
BA/BS in business, finance, economics, purchasing or related field. Advanced degree preferred.
Minimum of 4-7 years of leadership experience in procurement, setting procurement strategies, driving cost savings and improving terms and conditions.
Self-starter with excellent business/financial acumen, proficient working with cross-functional teams, including demonstrated motivation, influence, and the ability to drive change across all levels of the organization and geographical boundaries,
Excellent negotiation skills.
Excellent leadership skills including clearly demonstrated global perspective and understanding of factors impacting businesses and their suppliers.
Excellent supplier management skills including demonstrated ability to develop and manage business driven supplier executive relationships. and
Proven track record of successfully managing risk.
Proficiency in Spanish and English Level 4 minimum required, Level 5 preferred.
Familiarity with Federal Acquisition Regulation (FAR) requirements and U.S. Government contracting a plus.
Ability to handle a high-volume workload and maintain a positive and professional attitude.
Proven supervisory capacity and ability to effectively oversee, manage, train, mentor and coach a staff of procurement professionals.
Resolve conflicts and problems quickly and effectively
Proficiency in Microsoft Office (Excel, Word, PowerPoint, Visio and Projects) preferred.
