About the role:

We’re seeking a Senior Proposals Operations Manager to drive the creation of high‑impact, strategically aligned proposal plans that embody the Amentum playbook—elevating the bid team to peak readiness well ahead of client documentation release.

Leveraging your deep industry insight and strong external networks you will proactively identify and capture growth opportunities that advance Amentum’s strategic objectives.

You will report to the Growth and Strategy Group Director and partner closely with a supportive team of proposal specialists and business development managers to communicate compelling, customer focused solutions to our clients’ toughest problems.

Your Role and Responsibilities

In this role you lead the team seeking and delivering proposals for major Defence below‑the‑line service delivery opportunities in complex, highly technical environments. You will:

  • Managing large Defence and National Security Tenders throughout the Proposal Development Lifecycle (Proposal Planning, Proposal Development/Delivery and Post Proposal Submission Activities).
  • Manage Australian Government and Department of Defence ASDEFCON proposals on some of our largest, complex, high value and most strategically important opportunities.
  • Lead the development of comprehensive proposal plans aligned to the Amentum playbook, ensuring the bid team is in a high state of readiness ahead of client documentation release and that roles, timelines and dependencies are clearly understood.
  • Proactively identify and secure the engagement of subject matter experts (project management, technical & engineering, commercial, supply chain, pricing and other specialists), authors and reviewers.
  • Chair structured kick‑off meetings to align all stakeholders to the capture strategy, proposal plan, bid schedule and their individual contribution.
  • Direct and facilitate the creation and review of storyboards, ensuring they effectively guide authors to produce responses that fully answer client questions, align with agreed win themes and strategies, and maximise evaluation scoring potential.
  • Oversee the end‑to‑end proposal document production process, monitoring progress against schedule, coaching authors to lift response quality, and ensuring that all outputs reflect a deep understanding of client evaluation criteria while represent a compelling, high‑quality submission for internal and client review.
  • Lead and govern the review process, clearly defining expectations for each review stage, enabling reviewers to provide targeted, constructive feedback, ensuring that the incorporation of review comments measurably strengthens the overall proposal.

Qualifications and Experience

To thrive in this position, you will bring:

  • Bachelor's degree in Business Administration, Marketing, Communications, or industry qualifications awarded by bodies such as the Association of Proposal Management Professionals.
  • Experience working within an international company and with international customers (Desired)
  • Experience with proposal planning, development, and post-submittal activities.
  • Leadership DNA: Ability to motivate, coach, and lead dispersed teams
  • Stakeholder engagement mastery: Exceptional communication and relationship-building skills
  • Operational excellence mindset: Detail oriented, organised, and committed to delivering results
  • Business acumen: Strong understanding of consulting, financials, and program management
  • Australian citizenship and NV1 security clearance as a minimum

Flexible Working

This position offers the flexibility of remote working, with the expectation that most days will be spent in the Canberra office during critical proposal development periods to foster teamwork and timely communication.
