The Sr. Subcontracts Specialist will actively support subcontracting activities of the NASA Spaceport Operations and Center Services (SOCS) contract at Kennedy Space Center. This critical role ensures full compliance with the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), Davis-Bacon Act (DBA) wage determinations, and applicable small business subcontracting plans. The position oversees the end-to-end lifecycle of subcontract formation, administration, and closeout for construction, facility maintenance, and technical services supporting launch infrastructure, ground systems, and institutional operations.
Subcontract Strategy & Execution
Develop and implement a comprehensive subcontracting plan aligned with NASA’s SOCS small business goals (SB, SDB, WOSB, VOSB, HUBZone, SDVOSB).
Lead source selection, competitive bidding, and sole-source justifications in accordance with FAR Part 15 and NFS 1815.
Negotiate, award, and administer firm-fixed-price (FFP), and time-and-materials (T&M) subcontracts.
Davis-Bacon Act (DBA) Compliance
Ensure all construction and facility maintenance subcontracts incorporate applicable DBA wage determinations from the U.S. Department of Labor.
Oversee weekly certified payroll submissions, conduct labor standard interviews, and resolve wage disputes.
Train subcontractors on DBA recordkeeping, and fringe benefit requirements.
FAR / NFS Compliance & Risk Management
Maintain strict adherence to FAR Parts 12, 15, 16, 19, 44, 52 (e.g., 52.219-9 Small Business Subcontracting Plan, 52.222-6 Davis-Bacon, 52.244-2 Subcontracts).
Perform cost/price analysis, ensure flow-down of prime contract clauses, and manage consent to subcontract packages.
Mitigate risks through robust change order management, claims avoidance, and termination procedures.
Team Leadership & Process Improvement
Supervise a team of subcontract administrators and buyers.
Establish standardized templates, checklists, and automated workflows (e.g., MAXIMO, Costpoint, Unanet, or similar).
Drive continuous improvement in cycle times, supplier performance, and on-time delivery metrics.
Supplier Relationship & Performance Management
Build strategic partnerships with local Florida and national suppliers capable of supporting KSC launch cadence.
Implement supplier scorecards, conduct quarterly business reviews, and manage corrective actions.
Bachelor’s degree in business or related field with 10+ years of relevant experience OR Master’s degree in business or related field with 5+ years of relevant experience.
Minimum 8+ years in federal subcontract management, with 3+ years supporting NASA or DoD contracts.
Proven expertise in Davis-Bacon Act compliance on construction-heavy programs.
Direct experience with FAR Part 44 subcontracting and NASA consent packages.
Direct experience within construction.
Must have good communications and analytical skills, working knowledge of computer systems and integrated software application programs.
Exceptional negotiation and conflict resolution skills.
Strong analytical mindset with attention to regulatory detail.
Ability to thrive in a fast-paced, launch-driven environment.
Excellent communication (written/oral) with stakeholders at all levels.
Must be a U.S. citizen and able to obtain and maintain required clearances/badges as required by program and position
Must have the ability to communicate in English, both verbal and written in an effective manner.
Must have and maintain a valid driver’s license.
This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of design projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
