Subcontracts Administrator

Purpose: Responsible for all phases of subcontract administration, including cost proposal review, and procurement activities.  Responsible for ensuring compliance with government policies and procedures.

Essential Duties and Responsibilities:

  • Ensures subcontractors abide by contract terms.
  • Plans work for subcontract personnel, establish work schedules, and reviews and provides input on personnel performance evaluations. 
  • Coordinates subcontract activities to include subcontractor’s performance
  • Interfaces and coordinates with subcontractor and internal department personnel.
  • Assists with the monitoring of subcontract closeouts
  • Conducts subcontract file reviews in support of Government audits.
  • Develops and maintain subcontract procurement files
  • Conducts subcontracts training for technical and subcontract staff.
  • Reviews the subcontracts invoices
  • Assists in the monitoring and track subcontractor deliverables
  • Ensures the management of subcontract file(s), prepare and control of all modifications and correspondence
  • Examines and evaluate the terms of new contracts and proposals for changes to contracts.
  • Reviews documentation for international subcontracts.
  • Ensures Subcontractor is compliant with FAR Subpart 22.17 (Combating Trafficking in Persons)
  • Position may require travel.
  • Perform all other position-related duties as assigned or requested.
  • Ensures strict compliance with safety practices and support the Safety Policies and Procedures.
  • Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
  • Adheres to ISO Policies, Procedures, and Work Instructions in support of Quality Management System.
  • Performs all other position-related duties as assigned or requested.

Minimum Position Knowledge, Skills & Abilities:

Education:

  • High School diploma or equivalent required.
  • Bachelor’s degree preferred.

Experience:

  • 5 or more years’ operational experience managing multiple aspects of large, high-up-tempo U.S. Government contracts required; preferably OCONUS based contracts.
  • Work experience directly related to sub/contract management of U.S. Government contracts, or purchasing experience particularly relating to U.S. Government contracts, highly preferred.

Specialized Knowledge, Skills & Abilities:

  • Thorough working knowledge of the Federal Acquisition Regulation (FAR) and DFAR highly preferred.
  • Working knowledge of word processing, databases, spreadsheet programs, and integrated software applications required.
  • Must have a sense of urgency, good attention to detail and dedication to follow-through.
  • Knowledge government procurement practices highly preferred 
  • Must have strong interpersonal communication skills and ability to work and communicate with others effectively.
  • Must possess planning / organizing skills and be able to work under deadlines

Preferred Qualifications:

Certification, License & Clearance:

  • US Citizenship required.
  • Must have the ability to obtain and maintain a CAC, if required.

Facility credentials/authorization required:

Must be able to obtain and maintain facility and credential /authorization:

Note- US Citizenship is required for facility credential/authorization at this work location.
