The program works directly with government and military stakeholders to ensure intelligence professionals worldwide have the right access to the right data consistently through a variety of support services. The program mission is to support users within the program of record through multiple support services including operational management, information sharing, data brokering and governance, messaging support, and access management. The program is a major player in the modernization of data platforms and programs of records.

Responsibilities:

  • Provide organizational messaging support to the Army Intelligence Enterprise and United States Marine Corps Intelligence Enterprise Management Office (IEMO) using the Message Processing System (MPS) and Army Multimedia Messaging Manager (M3) ensuring 100% delivery of Army message traffic originating from the IC.
  • Provide DCD with oversight of the operating status, functionality, and message profile support for Army Intelligence messaging solutions. The contractor will:
  • Maintain responsibility for the configuration, monitoring, and integration of DCD/Army messaging solutions (including INSCOM Cloud Initiative (ICI), Army Intelligence Data Platform (AIDP), Multimedia Message Manager (M3), Smart.neXt, Message Processing System (MPS)).
  • Ensure availability of the messaging applications being hosted.
  • Create/analyze/review standard operating procedures and other system documentation.
  • Coordinate messaging related issues with 24/7 GISA and IEMO service center personnel.
  • Serve as broker and point of contact for incoming message traffic feedback and inquiries from supported customer organizations. Establish a process to broker feedback and inquiries to producing organizations through approved IC and/or agency feedback or RFI mechanisms.
  • Monitor and assist with connectivity to Information Transport Service (ITS) and other information source providers, such as Smart.NeXt.
  • There are occasional but rare outages, to include COOP events or exercises, which impact automated cross-domain solutions and guards. In these cases, transfers must be conducted manually. During these rare occurrences, the Contractor shall export and transfer .XML files every 2 hours from JWICS (or other origination networks where appropriate) to each MPS location on other destination networks.
  • Follow all logging requirements.
  • Follow all cross-domain file transfer procedures.
  • Provide DCD with oversight of the operating status and functionality of the MPS to ensure customers have access to the system and all eligible messages.
  • Understand message traffic that feeds MPS, including the Multimedia Message Manager (M3) message handling system, and external agency Programs of Record.
  • Conduct a status/functionality check of the MPS on all networks to confirm customer accessibility and usability. Inform government of any technical issues and document in a SharePoint issue tracker list. Open trouble tickets to articulate issues to the DCD IT developers or GISA Service Center administrators when applicable.
  • Verify that hosted MPS message traffic is authorized on each destination network. Message traffic shall be appropriate for the network and compliant with all IC/Security Markings Program (SMP) classification and releasability standards. Checks shall be conducted for classification and releasability once daily on each network.
  • Verify that all MPS message traffic is disseminated accurately. Check message traffic once daily on each network. Match the originating network (JWICS) numbers with the destination network numbers. Report any significant message number discrepancies among MPS instances to government lead.
  • Report any operating status errors or inconsistencies within message feed to MPS to DCD government (Organizational Messaging Lead, COR, or Intelligence Division Chief). Follow up any reported incident by submitting to on-line SharePoint issue tracker by the end of shift change.
  • Document all MPS requirements related to technical concerns, information sharing issues, or future capabilities of the application. Draft documentation and provide to the government lead quarterly for review. This documentation shall include a list of all Multimedia Message Manager (M3) profiles that are coordinated through Ground Intelligence Support Activity (GISA), Fort. Liberty.
  • Monitor all MPS source systems (including M3) to identify any intelligence gaps and message sources that are not currently included within MPS. Recommend modification to government Organizational Messaging Lead as needed. Monitor incoming message folders on servers for message feed issues. Inform Government lead of all issues.
  • Maintain the MPS User Guide, as required, which is geared towards external users and will assist in their discovery and use of the MPS for retrieving intelligence reporting. Update the User Guide when significant changes occur or as requested by the government. Conduct a review of the User Guide and update with new version control number at least once every 6 months.
  • Ensure the correct version of the User Guide is available on the MPS site across all network locations.

  • Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.


Clearance Required:

  • TS/SCI with ability to obtain a CI polygraph


Minimum Education:

  • Associates Degree or Bachelor’s Degree


Minimum Years of Experience:

  • 12 years with Associate or 10 years with a Bachelor’s


Required Certifications:

  • CompTIA Security+


Preferred:

  • Experience in the intelligence field is beneficial. Knowledge and experience of various types of intelligence reporting.
