ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum, in partnership with ICITAP, is currently seeking a qualified candidate to serve as C-UAS Advisor. The C-UAS Advisor will lead the design, development, and delivery of specialized Counter-Unmanned Aerial Systems curriculum for host nation partners. 

JOB DUTIES AND RESPONSIBILITIES:  

  • Collaborative work with the Foreign Government Officials
  • Evaluate the current capabilities of partner nations to identify gaps in manpower, equipment, and training; design specific curriculum interventions to close those gaps.
  • Provide technical expertise, analysis, and advice to host nation partners on a wide range of issues dealing with C-UAS operations planning, organizational change, organizational culture, operational management, and analysis.
  • Develop comprehensive C-UAS training modules, lesson plans, and practical exercises specifically tailored to the legal authorities, operational environments, and capability levels of Host Nation partners.
  • Attend/participate in meetings, conferences, working groups, and professional events related to C-UAS missions.
  • Conduct assessments to support foreign assistance programmatic objectives.
  • Works under the direction of the ICITAP Headquarters to ensure lines of effort are aligned with current Inter-Agency Agreements (IAA’s).
  • Short term TDYs to conduct assessments and deliver trainings.
  • Writes and submits timely reports and work plans.

REQUIRED SKILLS AND QUALIFICATIONS:  

  • 10+ years of Law Enforcement experience, with specific service in the Federal Air Marshal Service (FAMS), FBI (Aviation/Counterterrorism), Miliary or DHS components.
  • Knowledgeable on C-UAS policies
  • Demonstrated success in both administrative and operational management, as identified and outlined by prior supervisors.
  • Must be eligible to obtain and maintain a Public Trust Clearance
  • Demonstrated effectiveness in working independently and within team environments.
  • Demonstrated excellence in problem solving skills.
  • Demonstrated excellence in utilizing Microsoft Office Suite (Word, Excel, PowerPoint) to facilitate analysis, design, development, implementation, and evaluation activities, presentations, and reports.
  • Ability to multi-task several projects and timely submission of required reports.
  • Excellent written and oral communication skills.
  • Proven record of effective relationship building, both within and outside an organization.
  • Educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience.
  • Clearable:  Must be able to obtain and maintain a Public Trust US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Clearance.

DESIRED QUALIFICATIONS:  

  • Diplomatic or Contractor experience working within an embassy environment.
  • Law enforcement experience includes having been assigned as a full-time training manager, or equivalent title with equivalent duty assignments.
  • Five years’ experience managing training and development programs or projects.
  • Demonstrated effectiveness in managing a program or project in a cross-cultural environment.
  • Bachelor’s / master’s degree in criminal justice or a related field.
