Description of Duties: The IRES
IT Project Manager Lead is a Senior Project Manager that will support the Integrated Research and Development for Enterprise Solutions (IRES) contract in support of the Missile Defense Agency (MDA) Engineering and Integration (E&I) Directorate. The IT Project Manager Lead is responsible for leading and managing a team of IT project managers and overseeing the successful delivery of IT projects within the organization. This role is responsible for planning, executing, and closing IT projects on time, within budget, and to the required quality standards. The IT Project Manager Lead will work directly with the IRES PMO Lead and closely with stakeholders across the customer base and the business to ensure that IT projects align with strategic objectives and deliver tangible business value.
The ideal candidate is a seasoned IT project management professional with a proven track record of successfully managing complex IT projects, leading teams, and driving organizational change. The candidate selected for this position is a solutions-oriented leader, multi-tasker, and subject matter expert, who defines and manages technical projects of high complexity, size, and enterprise-level visibility, to achieve strategic business goals and operational objectives. The candidate spearheads project cross-functional teams and enforce project management standards across the IT Service organization. This individual also drives creative alternatives to project challenges and partners with others to identify and adopt best practices and process improvements.
Responsibilities: -
Team Leadership and Management:
- Lead, manage, and mentor a team of IT project managers, providing guidance, coaching, and performance management.
- Foster a positive and collaborative work environment within the project management team.
- Recruit, hire, and onboard new project managers.
- Develop and implement training programs to enhance the skills and capabilities of the project management team.
- Delegate tasks and responsibilities effectively.

Project Planning and Execution:
- Oversee the development of project plans, including scope definition, task breakdown, resource allocation, and schedule creation.
- Ensure that project plans are aligned with business requirements and strategic objectives.
- Monitor project progress and track key milestones.
- Identify and manage project risks and issues, escalating as needed.
- Ensure that projects are delivered on time, within budget, and to the required quality standards.
- Manage project budgets, including forecasting, tracking, and variance analysis.

Stakeholder Management:
- Build and maintain strong relationships with key stakeholders across the customer base and the business.
- Communicate effectively with stakeholders on project status, risks, and issues.
- Manage stakeholder expectations and ensure alignment on project goals and objectives.
- Act as a trusted advisor to stakeholders on IT project management matters.

- Ensure adherence to the organization's IT project management methodology and standards.
- Contribute to the development and improvement of IT project management processes and procedures.
- Promote the use of best practices in IT project management.
- Ensure compliance with relevant industry standards and regulations.

Resource Management:
- Allocate resources effectively across multiple projects.
- Manage resource conflicts and ensure that projects have the resources they need to succeed.
- Work with functional managers to secure the necessary resources for IT projects.
- Monitor resource utilization and identify opportunities for improvement.

Reporting and Analysis:
- Develop and maintain project dashboards and reports.
- Track and analyze project performance data to identify trends and areas for improvement.
- Prepare regular reports and presentations on project status to senior management.
- Use data to drive decision-making and improve project outcomes.

Quality Assurance:
- Ensure that projects adhere to quality standards and procedures.
- Oversee the testing and validation of project deliverables.
- Implement quality control measures to minimize defects and ensure customer satisfaction.

Risk Management:
- Lead the identification, assessment, and mitigation of project risks.
- Develop and implement risk management plans.
- Monitor and track project risks throughout the project lifecycle.
- Escalate critical risks to senior management as needed

- Identify opportunities for process improvement within the IT project management function.
- Implement changes to improve efficiency and effectiveness.
- Stay current on industry trends and best practices in IT project management.

The selected candidate may be assigned as an employee for one of our teammate companies. Basic Requirements: • Must have an active DoD Secret Security Clearance
• Must have 6, or more, years of directly related experience
• Must have 2, or more, years of experience managing a large team (10+ people)
• Must have a Project Management Professional (PMP) certification
• Must have an understanding of Agile methodologies [e.g., Scrum, Kanban, Scaled Agile Framework (SAFe)].
• Must be proficient with MS Office 365 applications to include Project and Visio
• Must have experience managing concurrent & complex IT projects with multiple stakeholders
• Must have experience using the Systems Engineering lifecycle to deliver project requirements
• Must have experience with Earned Value Management
• Must have experience managing Cost Accounts
Desired Requirements: • Have a Bachelor’s degree
• Have experience managing geographically separated, multi-disciplinary project teams
• Have knowledge of IT SDLC (Service Delivery Life Cycle).
• Have knowledge of the ITSM (IT Service Management) discipline and ITIL (IT Infrastructure Library) framework.
• Missile Defense or Space Domain knowledge
• ITIL Certified
• Scrum Master or SAFe certified
This position is expected to pay
$140,000 - $160,000 annually; depending on experience, education, and any certifications that are directly related to the position.
