Amentum is currently seeking a Quality Control Specialist for the Hazardous Materials Minimization Center (HMMC) Okinawa. HMMC provides hazardous material and hazardous waste support services to the USMC and tenant customers located in Okinawa. This position's hourly pay is $17.25 per hour plus 15% Cost of Living Allowance (COLA) paid bi-weekly.

PURPOSE AND SCOPE:

The Quality Control Specialist assists with the management of US Government and company property under a Marine Corps Installation Pacific (MCIPAC) contract and consistent adherence to company policy and procedures. Assists in maintaining a systemized property management process and assists in communication of the process to individuals within and outside of the company.

JOB DESCRIPTION AND RESPONSIBILITIES:

1. Maintains accountability records for government property used in contract performance.

2. Ensures official records are recorded for all GFP provided to the contractor to perform contractual responsibilities.

3. Ensures all physical inventories are performed and reconciled on a cyclic basis and completed annually.

4. Implements standard operating procedures for logistics & OCONUS (local) disposal of parts, materials, and property. 

5. Prepares Lost Damaged Destroyed, Theft (LDD&T) reports for Logistics Managers signature.

6. Performs reviews of all departments within the program that have property assigned, to assure compliance with all directives and procedures.

7. Perform hazardous material locker checks at customer sites Submits all requested improvements to the Property Control Plan and conduct periodic self-audits.

8. Prepares Cyclic Inventory Schedule notices for all shops and conduct 10% cyclic inventory. Facilitates external property audits conducted at the assigned locations.

9. Submits required internal and external reports accurately and on a timely basis.

10. Identifies process improvements within their programs and report to Logistics Manager / Lead Assures program compliance with Federal Acquisition Regulation (FAR) and DI policies and procedures.

11. Assists with the review and validation of individual program procedures submitted to the Property Manager as they relate to the control of government and DI property.

12. Assists the Property Manager in supporting all programs within their control of property Conducts annual property control audits of programs.

MINIMUM REQUIREMENTS:

  • Note: US citizenship is required for facility credentials/authorization at this work location.
  • Must be able to obtain and maintain facility credentials/authorization.
  • High School or General Education Degree (GED); with a minimum of two years of related experience in property management, stock control, stock inventory, and/or supply techniques. 
  • Post high school experience in handling hazardous materials or hazardous processes and procedure Word processing, databases, and spreadsheet skills are required.
  • Knowledge of hazardous materials, communication, and storage procedures
  • Hazardous Waste Operators (HAZWOPER) certified
  • Must have excellent communication, effective leadership and interpersonal skills.
  • Excellent communication skills, in English; both verbal's, written, and diagram form are required.
  • Ability to deal with problems involving several variables, ability to research and resolve problems with minimal information provided. 
  • Ability to read and comprehend simple instructions, short correspondence, and memos to write detailed correspondence.
  • Great communication and customer services skills required. 
  • The ability to effectively present information in one-on-one and small group situations to customers and other employees of the organization.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Must not have physical restrictions or existing medical conditions that would prevent them from working in remote locations with limited medical care. 
  • Must have no physical limitations that may prevent wearing of flight helmet, body armor or other equipment required for this position and/or safety.
  • Will be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
  • Will be exposed to extreme noise from rotors, turbine and jet engine aircraft, fumes or airborne particles
  • May be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.

PREFERRED QUALIFICATIONS:

  • USMC Environment Compliance Course (ECC) certified
  • Naval Civil Engineering Overseas Hazardous Waste Generators Course certified
  • Hazardous Waste Spill First Responder Level II certified

WORK ENVIRONMENT, PHYSICAL, AND MENTAL DEMANDS:

May be required to run, walk and stand on level and/or inclined surfaces for up to 8 hours minimum per day and sit for up to three hours per day. May be required to climb stairs, ramps, ladders, and work stands. May be required to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders. Must be able to communicate by voice and detect sound by ear. Must be able to distinguish color and judge three-dimensional depth. May be required to lift up to 50 pounds to waste level and 30 pounds to shoulder height. May be required to travel to and between remote location(s) in austere environments. May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
