The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

The Systems Engineering & Integration (SE&I) Functional Leader is responsible for the daily management of SE&I resources and assignments to ensure group products and services are provides to meet NASA customer expectations.

Responsibilities

Areas of responsibility include, but are not limited to:

• Provide technical leadership within COMET for the SE&I function. Must have excellent communication skills and experience leading and motivating technical teams.

• Responsible for work planning and assignment of SE&I resources to meet work commitments.

• Represent COMET SE&I areas of responsibility to the NASA customer. Must have ability to successfully interface with client representative and manage completion of tasks on schedule and within budget to the customer's satisfaction.

• Knowledgeable of the System Engineering life cycle process to ensure technical resources are distributed throughout contractual obligations to meet customer needs. Implement SE&I and related engineering process enhancements to support all phases of the life cycle process.

• Develop and track metrics to monitor SE&I performance and effectiveness in meeting both NASA customer and COMET commitments. Provide visibility of SE&I status and accomplishments in a broad range of meeting forums.

• Manage SE&I resources to promote professional growth and ensure compliance with NASA/COMET policies and objectives.

• Support processes for the on-going successful operation of the COMET contract. These tasks include (but not limited to) budget planning, award fee write-ups, employee performance reviews/evaluations and other safety, quality, and business functions defined by management.

• Perform other duties as assigned to ensure on-going success of the SE&I group.

Qualifications - External

Bachelor of Science (BS) in Engineering or technical equivalent from an accredited institution; at least 10 years of experience and/or an advanced degree.

Job Requirements

• Five years of experience working in an operational transformation role.

• Demonstrated proficiency and success in leading and managing transformational projects/initiatives and other continuous improvement activities.

• Experience and demonstrated success with digital transformation concepts, practices, and practical implementation at scale and complexity in an engineering/industrial environment.

• Experience and demonstrated success developing executable project plans for both macro- and micro- level process and support system/tool changes.

• If offered a position, proof of U.S. Citizenship or Legal Permanent Resident/Green Card holder of the United States is required.

Physical Requirements

• Position may involve extended periods of sitting or standing.

• Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.

Work Environment

• May be required to work inside and outside throughout the test complex.

• Position may require individual to travel daily to different areas on site.

• Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, may be required to access various locations on the facility.

• Climbing ladders and platforms may be necessary.

• All work must be completed in a safe manner in accordance with NASA and company safety standards.

Equipment and Machines

• Computers and printers used for producing reports and schedules.

• Variety of equipment used in testing.

Attendance

• Full-time work hours.

• Position may require occasional overtime, including weekend work, depending on task.

• Must be dependable and punctual.

• Shift work may be required.

Other Essential Functions

• Must be able to accurately communicate ideas in writing and verbal communication.

• Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.

• Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

• Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.

• Government security clearance may be required in the future.

• Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
