Job Description
We are seeking an experienced Senior Quality Assurance (QA) and Nondestructive Testing (NDE) Specialist with a strong background in quality management, nondestructive examination, and radiation safety. The ideal candidate will have over 18 years of experience developing and administering QA, Quality Control (QC), NDE, and Radiation Safety Programs in DOE, DOD, aerospace, or chemical environments. This role involves performing audits, supplier surveillances, inspections, and supporting mission-critical projects under ISO 9001, AS9100, and NQA-1 standards.
Responsibilities:
•Develop, document and communicate the planning of QA support functions through the project life cycle, including estimating resources necessary to provide QA support functions from conceptual design through turnover to operations.
• Ensure adherence to applicable codes (e.g., ASME, AWS), standards, and project specifications.
• Conduct internal and external NQA-1 compliance audits and supplier surveillances.
• Develop, update, and implement QA plans, procedures, and training programs.
• Perform inspections, testing, and fabrication verification for welds, piping, and structures.
• Review and evaluate Commercial Grade Dedication (CGD) programs and data packages.
• Support project quality requirements by ensuring adherence to contractual guidelines and governing codes (e.g., ASME, AWS, ASTM).
• Act as a liaison between DOE personnel and subcontractors, providing independent quality oversight.
• Assist with radiation safety duties, including reporting findings to the Corporate Radiation Safety Officer (RSO).
• Train personnel on NDE methods, code interpretation, and quality adherence.
• Support readiness assessments, lockout/tagout programs, and property management diligence reviews.
• Maintain accurate records and develop databases for tracking and submittals.
• Provide technical expertise and oversight for welding processes, including procedure qualification, welder qualification, and weld inspections.
• Conduct reviews, audits, and observations to ensure compliance with the established quality program.
• Manage and verify subcontractor compliance with project quality requirements.
• Plan, prepare, conduct and report on monitoring of quality-related activities in assigned areas.
•Incorporate conventional QA engineering or scientific practices and a variety of complex features such as enhanced quality requirements, application of new or special requirements or processes, and difficult coordination of oversight requirements into problem solving and program planning. Provide limited guidance and direction to less experienced QA and technical personnel.
•Support facility/project needs within assigned area by conducting reviews/ approvals in the areas such as procedures procurement documents, design output documents, etc. Review of selected safety related engineering deliverables (e.g., Design Change Forms, Design Change Packages, Technical and procurement specifications, Supplier Deviation Disposition Requests, Quality Assessment Reports, Conceptual Design Reports, and Software Quality Assurance Plans).
•Some business travel will be required.
•May perform other duties as assigned.
Minimum Requirements
Education
Bachelor's degree in a technical discipline (engineering or science) and 8+ years relevant work experience in the fields of operations, maintenance, construction or industrial manufacturing;
OR
-Bachelor’s degree in a non-technical discipline and 10+ years relevant work experience as described above; OR
-Associates degree and 16+ years relevant work experience as described above; OR
-High School diploma or GED and 18+ years combination of education and/or relevant work experience as described above.
Note: A two-year technical diploma will be considered equivalent to an Associates degree.
•General computer skills for preparing documents and use of spreadsheets for compiling and analyzing data
•Knowledge in the theory and application of assessment and audit techniques and practices, and NQA-1 Program implementation
• Experience: Minimum of 18 years in QA, QC, NDE, and Radiation Safety Programs, with extensive experience in DOE, DOD, aerospace, or chemical facilities.
• Technical Skills:
• Proficient in NDE methods (RT, PT, MT, VT) and computed radiography (CR) systems.
• Familiarity with North Star Imaging, CRxFlex, Rhythm, or similar software for radiographic inspections.
• Knowledge of ISO 9001, AS9100, NQA-1, API, AWWA, and ASME standards.
• Experience with quality management systems (QMS) and procedure development.
• Certifications:
• Level II RT, MT, VT, UT and PT Inspector certification (required).
• Construction Quality Management for Contractors (CQM-C) certification (preferred).
• Assistant Radiation Safety Officer (ARSO) training or equivalent (preferred).
• Clearance: Active or ability to obtain DOE Q Clearance.
•Due to the nature of work, candidate must be a US Citizen.
Preferred Qualifications
•Strong written and oral communication, teamwork and vendor interface coordination skills.
•Highly organized and efficient without supervision
•Ability to multi-task and pivot seamlessly form task to task
•Ability to perform work with a positive attitude and accept constructive coaching for the betterment of the final work product.
• Prior work on DOE mission programs, such as Savannah River Site (SRS), LANL, WIPP, or LLNL.
• Experience supporting contractor readiness assessments or lockout/tagout programs.
• Background in supply chain services, welding, or reliability engineering.
• Proven ability to develop and revise procedures, work instructions, and templates for QMS compliance.
• OSHA 10-hour training or equivalent safety certification preferred.
•Experience in commercial nuclear power QA or Department of Energy nuclear facility QA
•Current NQA-1 lead auditor qualifications
•Radiation Safety Officer training with source recovery
