POSITION SUMMARY:
The Senior Regional Administrator will be responsible an ICITAP/OPDAT portfolio and assisting the Lead RA and Senior Operations Manager with their operational oversight of the overall portfolio.
DUTIES AND RESPONSIBILITIES:
- Manage, monitor, and organize programs in the ICITAP/OPDAT portfolio providing professional guidance to customers, Independent Contractors, Foreign Local Labor, and Third Country Nationals.
- Provide training and mentoring for new Regional Administrators (RA) and other team members needing assistance or guidance with the program or operations.
- Collaborate with functional areas teams including Global Supply Chain Management, Contracts Management, Business Operations, Recruiting, and the Program Management Office to coordinate and execute customer TO and Technical Guidance Letter (TGL) requests.
- Conduct regular meetings with associated Department of Justice Program Analysts (PA) to discuss and mitigate challenges on the larger regional or programmatic portfolio.
- Maintain budget and funding requirements working with Program Analysts and Deputy Assistant Directors to ensure appropriate forecasting and management of task order budgets. This will include collaboration with the internal functional areas mentioned above to closeout purchase orders, regulate vendor agreements, and obtain answers for customers regarding the status of current finances.
- Coordinate with ICITAP/OPDAT on recruiting and hiring subject matter experts within their assigned portfolio.
- Enter and follow purchase requisitions for services and materials to completion for all TGLs.
- Provide technical reviews of vendor procurements by analyzing the scope of work, customer requirements, vendor proposals, past performance, and qualified resumes.
- Coordinate with the Lead RA to ensure all requirements for travel, conferences, per diem, insurance, translation, and materials within designated TGLs are completed including any associated purchase requisitions and the reconciliation of credit card transactions.
- Represent the Amentum team at conferences and trainings when required or supported by customer or program management requests, within the Continental USA or internationally.
- Work on special projects that facilitate program streamlining, required customer reports, or Contractor Performance Assessment Ratings.
- Reviews and collaborates with the implementation of Standard Operating Procedures for the team.
- Other duties as assigned.
REQUIRED SKILLS AND QUALIFICATIONS:
- Bachelor’s degree required. Combination of education and experience will be accepted.
- Minimum of 2 years as a Regional Administrator in the ICITAP and/or OPDAT programs.
- Minimum of 3 years of progressive project management experience on large-scale projects, training staff, and collaborating with functional colleagues and customers.
- Minimum of 2 years of working internationally or supporting an international program. Knowledge of Federal Acquisition Regulations (FAR) preferred.
- Must be able to communicate effectively in English, both orally and in writing, with all levels of employees, customers, and vendors to include demonstrated experience providing presentations and reports to colleagues, management, and customers.
- Ability to manage workloads effectively and prioritize tasks based on judgement and collaboration with colleagues. Demonstrated experience displaying ingenuity, creativity, and innovativeness for developing solutions and problem solving.
- Experience with Costpoint Enterprise Resource Planning (ERP) system or similar.
- Proficiency in Microsoft Office Suite (i.e. MS Outlook, Word, Excel, PowerPoint, SharePoint).
- Occasional travel may be required to support trainings, conferences, etc.
- Must have or be able to obtain a Public Trust. Must maintain eligibility at the required security level for the duration of the contract.
