Training Council members serve as Requiring Activity Leads/Portfolio Managers supporting the HTASC. You will monitor Task Order and workforce performance, including schedule and cost management, and conduct running evaluations, providing quality assurance and quality control of the contractor workforce and service delivery outcomes. You will surface and consolidate major risks identified by delivery teams, conduct Program Management Office (PMO)-level assessments, and implement mitigation measures. You will provide direct oversight via class observations/facility walkthroughs, optimize enterprise resource usage, and assist in managing workforce/resourcing fluctuations. You will collaborate with the QAO and USAICoE G3, providing full participation and support for USAICoE Regulation 350-70 requirements and compliance with applicable Federal, DA, TRADOC, and USAICoE labor/personnel management regulations and standards. You will ensure compliance regarding TRADOC instructor certifications, annual training requirements, security clearance maintenance and access, and all associated deliverables. You will provide mentorship and guidance to subordinate leaders and workforce cohorts, proactively address deficiencies, and issue/implement administrative and/or disciplinary actions (e.g., Performance Improvement Plan) as required in coordination with corporate departments. You will interface with the Lessons Learned Team and other technical stakeholders to conduct research and project analyses to inform and, with approval, implement and sustain developmental initiatives. You will perform and support holistic hiring management activities, including candidate engagement and marketing, market research, talent acquisition and resourcing, talent development strategies, and retention and workforce viability initiatives. You will ensure resourcing needs, including surge requirements, are correctly identified and communicated to delivery teams, and that USAICOE and its training platform requirements are satisfied. You will serve as a main liaison with respective Contract Office Representatives, providing direct and timely client communications. You will interface with corporate entities and all embedded team leaders to ensure customer success. The Training Council advises the Program Management team on systems and processes, potential improvements, and emergent requirements. You will perform any HTASC PMO requirements as deemed necessary by the Program Manager and Deputy Program Manager while also serving as back-up to the HTASC Program Management team when needed.
Qualifications - Internal - BA/BS is required, and MA/MS is preferred.
- 10+ years Army MI Corps or law enforcement experience required, including in military training operations, instruction, curriculum development, and/or support; oversight of teams (40+).
- Expertise required in technical leadership and management of Military Occupational Specialty (MOS) training and professional military education (PME).
- TS/SCI clearance required.

Physical Requirements
Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required.
Work Environment
Inside office/cubicle environment. Requires ability to interact professionally with co-workers and all levels of management (100%).
Equipment and Machines
Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.
Attendance
Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice. Overtime is infrequent, but important when required (1%).
Other Essential Functions
Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
