Your Impact:


The Geospatial Enterprise Open Data Store (GEODS) contract provides integration, design, development, and sustainment for data services in support of the Federal Government.

The User Engagement Manager is responsible for bridging the needs of the Government user and the development teams by understanding the user needs and describing those needs.

You will be engaging with multiple development teams and engaging with different data users, including Data Stewards, Scientists and consumers.

Responsibilities:

As the GEODS User Engagement Manager, you will act as a bridge between the development teams and our government users, ensuring that users’ needs are met, relationships are strong, and projects are successful.

Relationship Building and Maintenance:

• Fostering trust and rapport with key user stakeholders.

• Acting as a trusted advisor and advocate for users.

• Understanding user needs and aligning project objectives with contract goals.

User Communication and Engagement:

• Serving as the primary point of contact for users.

• Facilitating communication between the developers and users.

• Ensuring users are informed and engaged throughout the project lifecycle.

Project Management and Execution:

• Overseeing projects to ensure successful completion and adherence to timelines.

• Monitoring project progress and identifying potential issues.

• Managing resource planning and ensuring services conform to agreed terms.

• Providing visibility into progress and impediments .

User Satisfaction and Retention:

• Ensuring users are satisfied with the services they receive.

• Proactively addressing user concerns and resolving issues.

• Identifying opportunities to improve user relationships and drive growth.

Service Growth:

• Identifying new user needs

• Developing and implementing strategies to increase user satisfaction.

• Leads the planning, documenting, analysis, and traceability of testing user requirements and architectures.

May also be assigned Scrum Master responsibilities over development or integration efforts:

• Manage multiple talented scrum teams working on critical projects associated with a multi-year IT Transformation program

• Assist teams in striving to follow Agile methodologies and Continuous Integration/Continuous Delivery model

• Work closely and diligently with Product Owners and other stakeholders to better understand their requirements or user stories

• Ensure the Product Owner defines and maintains the Product Backlog

• Facilitate Scrum ceremonies to include, but not limited to: Program Increment Planning at a team level, Sprint Planning, Daily Scrum, Backlog Refinement, Sprint Review, and Sprint Retrospective.

• Manage scrum boards in Jira to ensure everything is up to date and hold team members responsible for keeping it updated and logging time.

• Track stories and keep stories on track - ensure that stories are properly decomposed into manageable tasks, impediments are voiced in a timely manner, team members are not taking abnormal time (given the story points) for any given story.

• Remove impediments so the developers can focus on the work at hand; or guiding the team to remove impediments by finding the right personnel to remove the impediment.

• Act as a buffer between the team and process overhead, so each team member can focus on shipping working software/products.

• Gather and process team metrics and KPI’s to support continuous improvement.

• Assess the Scrum Maturity of the team and organization and coach the team to higher levels of maturity, at a pace that is sustainable and comfortable for the team and organization

Requirements:

• Ability to clearly communicate, verbally and in writing, complex technical challenges and obstacles in a clear and direct manner

• Previous experience working with developers and engineers in support of a program of similar size and complexity

Clearance Required: Active TS/SCI CI Poly

Minimum Education: Master’s degree with 8 years’ experience, Bachelor’s degree with 12 years’ experience, Associates degree with 20 years’ experience, or a minimum of 25 years’ experience, in relevant field

Minimum Years of Experience: M aster’s degree with 8 years’ experience, Bachelor’s degree with 12 years’ experience, Associates degree with 20 years’ experience, or a minimum of 25 years’ experience, in relevant field

Required Certifications:

Preferred:

• Certified Scrum Master or Scaled Agile Framework (SAFe) Certification

• Experience utilizing SAFe or similar agile methodologies

• Applicable software/hardware training & certification (e.g.; specialties like Amazon Web Services (AWS) developer/engineer)

• An understanding of the Data Services Architecture-GEOINT (DSA-G) and its role in developing services-based software solutions

• Familiarity with NGA imagery and Data Repositories

• Knowledge of current and emerging Cloud technologies being adopted by the IC

• Experience in AWS Cloud and the ecosystem of supporting tools and services

• Broad experience in designing, programming, and implementing for Cloud applications

• Experience in API Management concepts and fundamentals

• Experience with GitLab, Terraform, Ansible and DevSecOps processes
