Provides proactive management of contract administration and task order teams that will initiate, negotiate, review, execute, and track funding and completion on a wide range of contractual documents and agreements to include contract modifications, task order proposals and performance, and other contractual and business development documents.

 Duties and Responsibilities                                                                                                                                       

  • Provides extensive oversight, management, administration and execution of federal and commercial contracts.

  • Serves as the subject matter expert for the SACOM contract on regulations and operations for assigned businesses and government contracts to include multiple contract vehicles and award types such as FFP, CPAF, CPFF, T&M, IDIQ and Hybrid contract types.

  • Conducts contract compliance risk assessments and support business remediation efforts as necessary.

  • Functions in a hands-on contracts management capacity with the various NASA Contracting Officers at both work sites and other locations as required.

  • Provides subject matter expertise for compliance investigations, assessments, audits and reviews.

  • Analyzes, interpret and advise on the terms and conditions of contracts to mitigate risk and facilitate business operations.

  • Responds to bid packages, attend meetings and other events needed to understand the requirements, craft proposals, assist with pricing, negotiate contract provisions, select/recommend subcontractors, and administer awarded contracts and task orders.

  • Negotiates and administers Non-Disclosure Agreements and Teaming Agreements.

  • Negotiates and coordinates additions, deletions, and/or modifications to contracts.

  • Works extensively with the Legal department in developing and implementing key regulatory compliance initiatives.

  • Oversees and review operational policy and procedure development as needed.

  • Performs other duties and special projects as required.

  • Performs related duties as assigned or as the situation dictates.

Qualifications                                                                                                                                       

  • Must pass company and NASA required background check and be eligible to obtain a NASA security badge.

  • Bachelor’s degree in business or other related field from an accredited college; a post-graduate degree is preferred.

  • Minimum of 10 years of experience in Federal and/or International contracts management and administration, including significant successes in major negotiations, contract development, contracts close-out.

  • Minimum of five (5) years of proven and effective management experience, providing direct supervision and guidance to staff including effective contracts team leadership and a proven history of successfully managing a contracts department in compliance with corporate policies and applicable laws and regulations.

  • Must possess strong government contracting skills including in-depth knowledge of FAR and agency regulations, commercial contracting requirements and import/export laws/regulations.

  • Must be familiar with complaint government pricing requirements and CAS.

  • Physical effort involving standing, sitting, walking, or detail work.

  • Occasional risk of injury due to hazards.

 Physical Requirements                                                                                                                                       

  • Dexterity to operate office equipment as required by the position.

  • Bending, stooping, and walking.

  • Wear Personal Protective Equipment (PPE) as needed (steel toe shoes, safety glasses, hardhat, and gloves).

 Special Knowledge and Skills                                                                                                                                       

  • Possesses effective leadership, teamwork, organizational and presentation skills.

  • Able to work with minimal supervision.

  • Proficient with Microsoft Office; Word, Excel, Power Point.

  • Demonstrates ability to lead a large fast-paced matrixed organization.

  • Requires outstanding analytical and problem-solving ability, demonstrated ability to think strategically and to proactively manage implementation of initiatives.

  • Excellent oral and written English language skills are required.

  • Able to manage several types of contracts including CPAF, CPFF, T&M, hybrid-type contracts, IDIQ, and FFP services.

  • Required knowledge of compliance and government contracts best practices and related regulatory requirements and issues.

  • Prefer knowledge of international operations, maintenance and logistics services.

  • Able to travel as required.

  • Requires negotiation and change management skills.

Preferences:

  • Prior knowledge of NASA site, experienced with working on government installations preferred.

Other Requirements                                                                                                                                       

  • Must be a U.S. Citizen in order to obtain required NASA badge.

  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire (candidate will be sent home if this paperwork is not provided upon arrival on date of hire).

  • Must have the ability to communicate the English language, both verbally and written, in an effective manner.

  • Must pass a Pre-Employment background check and drug screen test.

  • Clean, neat, and professional personal appearance.

  • Must have, and maintain, a valid driver’s license.
