Senior Property Supervisor

The Senior Property Supervisor will be based at one of three Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position will be responsible for ensuring that Government property is properly identified and tracked from acquisition to disposition. The Senior Property Supervisor will collaborate with and report to the Program Property Manager and Program Logistics & Property Manager to schedule and resolve discrepancies. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.   

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace. 

  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.  

  • Provide information and materials to these divisions as necessary to ensure adequate and legal documentation. 

  • Conduct random compliance audits on all sites in Iraq. 

  • Develop and execute corrective action plans for audit deficiencies and inventory accountable property. 

  • Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property. 

  • Identify problem areas and recommend viable solutions. 

  • Provide technical guidance for all physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Program Logistics and Property Manager.

  • Subject Matter Expert (SME) within the system of record as it pertains to Property Management

  • Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying Lost, Damaged, & Destroyed property as well as excessive/idle consumption.

  • Ensure compliance with Property Custodians to ensure overall accountability of assets. 

  • Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities, for any purpose, and protection during movement. 

  • Conduct Property Training countrywide on a yearly basis as well as establishing training plans for new employees and refresher training. 

  • Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW) and Standard Operating Procedures (SOP). 

  • Develop processes and desktop procedures to maintain continuity of job performance. 

  • Perform all duties as Property Administrator (PA) for the program.

  • Prepare and submit all required reports and deliverables in a timely manner.

  • Check LTDD packages for accuracy and completion, sign, and submit for disposition instruction. 

  • Perform additional duties and projects as qualified to perform as assigned.  

REQUIRED:

Minimum Acceptable Experience Level:

  • Seven (7) years’ progressive experience, including staff management, in a high volume, multi-unit receiving/inventory or supply management environment.

  • Experience with supply chain management (SCM) systems particularly in relation to accurate inventory management.

  • Experience and knowledge of materials-accountability, loss prevention and logistical scheduling.

  • Extensive experience with Property Management audits conducted by Government representatives.

  • Proven ability to analyze, identify, and dispose of excess property in a contingent environment.

  • Prior experience working on Government contracts is preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of the FAR and industry leading practices regarding government property.  Ability to clearly and concisely articulate services/requirements in writing. 

  • Ability to articulate in a clear and concise manner with Management and Trades Departments daily. 

  • Ability to apply critical-thinking skills to problem solve. 

  • Ability to perform the technical requirements efficiently and effectively. 

  • Ability to define problems, collect data, and propose solutions. 

  • Ability to read, interpret, and follow all Amentum/Property Management procedures, policies, and guidelines. 

  • Ability to effectively present information and respond to questions.   

  • Excellent organizational and time management skills, with ability to prioritize effectively and work with a sense of urgency. 

  • Ability to lift materials and equipment weighing up to 50lbs. 

  • Ability to work in a fast-paced environment requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules. 

  • Knowledge of working within a Property Management system. 

  • Cross-cultural sensitivity with an international perspective. 

  • Excellent organizational and time management skills. 

  • Computer skills, specifically in Microsoft Word and Excel. 

  • Ability to become an active and functioning member of a team. 

  • Ability to be innovative and be an agent for change. 

  • Expert communication skills to facilitate and disseminate information. 

Education:

  • A high school diploma or equivalent

  • Bachelor’s degree in project management preferred

Licenses and Certifications:

  • Valid drivers’ license from Home of Record.

  • NPMA Certification or ability to obtain within one year.

  • CPPA (Certified Professional Property Administrator).

Passport, Licenses and Certifications: As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining until the expiration date with 8 blank pages. Valid drivers’ license from Home of Record.

Security Vetting: Already possess a US Government issued secret security clearance or be able to obtain a favorable US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract. 

Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures. 

Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.  

DESIRED:

  • Previous Government Property Administrator experience. 

  • Experience working on LOGCAP or Department of State contract.

 WORKING AND LIVING CONDITIONS:

This position may be in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
