About the Opportunity 
AT&R aim to provide world leading consultancy services across highly regulated industries.
Organised to be independent and free from conflict of interest, Assurance, Technology and Regulation (AT&R) provide a range of trusted, evidence-based, support services to ensure that systems, technologies, and processes are safe, effective, compliant, and future-ready, across 3 main areas:

Independent Assurance - We provide risk based, proportionate, independent oversight and assurance of whether a project, process, system or product meets defined standards, requirements, or expectations. 
 

Research & Technology - We identify, define and execute programmes of Research and Technology to support the continued safe operation of some of the world’s most complex engineering challenges, including the UK Naval Nuclear Propulsion Programme.
 

Independent Regulator Support - A ring-fenced and independent organisation that supports regulators with assessments, audits, and guidance development.

With aspiration to grow, transform and evolve into new industries, locations and technologies.

About the Role
Come and join AT&R’s Leadership Team and take on a key role in defining and shaping the organisations technical capabilities and resources.  

The role is to leads and can take a strategic view across ALL operational strategies, supporting operational direction for the business set the direction and travel of a Technical Capability strategy, so that competence and delivery performance is maximized; with overall accountability for the results of the teams (science, engineering, project management). A strong understanding of the wider PU strategy is essential, to provide teams that can support across the service delivery areas, and any new work.   


This is a new role; responsible for setting a strategy, creating technical COE’s (Science, Engineering, Project Management), and aligning resource plans and allocation to business goals.  You will ensure the right capabilities are available, ultilised and prioritised to deliver across a matrix organization where both operational delivery and strategic growth objectives need to be achieved.   

There will be a continuous improvement aspect to the role, where you will deliver efficiency and competency improvements in areas such as collaboration, innovation and simplification, led primarily by the Transformation Team.  

This is a Leadership role, with Line Manager responsibility:

The Heads of Technical Capability (Science, Engineering, Project Management) are responsible for delivering the plan, and embedding it into daily activity.  They will inform the technical need, understand and interpret the technical capability plan, and work in an agile way to achieve results.  They will also evaluate the current effectiveness of technical capabilities, having a deep understanding of the capability and capacity of team members. 

Responsibilities 

  • Leads and can take a strategic view across ALL AT&R strategies, supporting direction for the business

  • As a lead team, create, maintain and own the AT&R strategy, and develop into a meaningful plan to ensure it is clearly articulated and understood across the organisation

  • Create, maintain and deliver the Technical Capability strategy, and develop into a meaningful plan to ensure it is clearly articulated and understood across the team.

  • Communicate the technical capability vision and strategy

  • Develop and executes capability strategies and plans that align with the overall AT&R goals

  • Optimize the use of technical capability resources across projects and contracts

  • Prioritise capabilities to meet the strategic goals and maximise effectiveness and efficiency 

  • Ensure compliance with industry standards and regulations

  • Provide technical guidance and leadership

  • Delivers transformational change outputs through teams

  • Drives innovation, collaboration, simplification by fostering a culture of continuous improvement within the teams

  • Represents AT&R’s view across all operational and team areas

  • Provides leadership and direction through senior managers and managers

  • Is accountable for the performance and results of a division or region

  • Fulfils role in keeping with business requirements for Leadership and Management

  • Fulfils role in keeping with business requirements for health, safety, environment, security and quality

Here’s What You’ll Need  

  • Masters degree (Level 7 or equivalent) in relevant technical subject

  • Membership of a professional institution is desirable (Leadership)

  • This role will require security clearance, therefore applicants should hold or be able to obtain security clearance in the UK.
