The Finance Manager manages the general accounting functions and financial analysis for budgets and schedules for the assigned program. Ensures compliance with Performance Work Statement (PWS) and Quality Management System (QMS). 

Essential Responsibilities: 

  • Oversees the financial analysis of budgets and schedules for assigned program.   
  • Partners with program management to achieve financial performance metrics. 
  • Prepares and presents cost reports for US Government customer and leadership. 
  • Reviews invoice activity to ensure the customer is billed timely and accurately for work performed. 
  • Interprets and formulates financial methods and procedures for program established goals.
  • Develops, implements and administers financial records in accordance with generally accepted accounting principles, corporate policies and government regulations.
  • Develops and administers cost accounting and program financial management. 
  • Formulates and administers financial projections and preparation of cash flow forecast for assigned program to ensure that financial and operating reports accurately reflect the condition of the business. 
  • Manages month end close and accounts payable program requirements in accordance with GAAP and FAR.
  • Assists with development of assigned contract long range planning financial programs in accordance with objectives for growth and profitability.  
  • Performs other duties as assigned. 

Minimum Position Knowledge, Skills, and Abilities Required: 

  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs. 
  • Advanced knowledge of accounting that includes spreadsheets and relational databases programs for data processing techniques. 
  • Demonstrate knowledge of Federal Acquisition Regulations (FAR). 
  • Excellent communication, effective leadership and interpersonal skills. 
  • Working knowledge of United States Government Accounting practices.
  • Additional knowledge/skills may be required by contract or assignment.
  • Bachelor’s degree in an associated discipline required.  Two (2) years’ experience in accounting may be substituted for each of the four (4) years of college. 
  • Minimum of 7 years’ experience in developing and maintaining budgets in excess of $50 million annually, detailed financial reporting, and full scope subcontract administration IAW the federal procurement requirements for a major DoD Contract, preferably USAF.
  • Automated accounting enterprise experience with O&M cost plus award fee contracts.
  • Minimum of 5 years in accounting, financial controls, subcontract management, program control, estimating and pricing, and risk assessment.

Work Environment, Physical Demands, and Mental Demands: 

  • CONUS:  Generally, works in normal office environment, but may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions. 
  • Ability to travel domestically and internationally.
