Purpose and Scope: 

Responsible for all material control, warehousing, storage and surplus disposition activities.  Supervises work activities of employees performing inventories, (DOLIs) Shelf Life, receiving, issuing, accounting and warehousing activities.  Responsible for, and participates in, quality assurance as part of the ISO 9001 program for supply and warehousing. Provides technical guidance, policy, procedures, SOP development and serves as the Subject Matter Expert (SME) for all Material Management and Supply Accountability at the assigned site.  Position reports to the Materiel Management (Supply Chain) Manager.

Essential Responsibilities:

  • Oversight of assets, material, and property control activities to ensure continuous accountability of government assets/stocks (BEAR, FSE, AGE, MAAS) in accordance with governing regulations and policies.
  • Monitors, coordinates, and reports on material related activities from estimates through preparation of bill of materials, ordering, transportation, receiving, installation and surplus disposition.
  • Performs material management functions in conformance with the requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and its supplements.
  • Controls the receipt, identification, storage, movement, maintenance, consumptions, utilization, and disposition of all goods, including temporary construction materials, small tools and consumables, permanent plant materials and equipment, and parts for facility maintenance and operations.
  • Receives all incoming shipments. Make arrangement for and oversee unloading and handling of goods. Reconciles the goods received against purchase orders and shipping documents. Counts, weighs, or measures all receipts. Arrange receiving inspections, identify and document discrepancies.
  • Ensure proper identification of received goods and their storage location.
  • Maintain auditable records of receiving and issuance data, non-conformances, maintenance, and warranty necessary for documenting the material control and warehousing processes.
  • Ensure goods are properly stored, protected, and maintained according to manufacturers and Company standards as required to preserve warranty requirements and protect against damage and loss.
  • Plans, layouts, arranges for, and maintain loading and unloading areas, adequately secured storage facilities, lay-down yards, and material handling equipment, appropriately sized and designed for the types and sizes of goods to be handled.
  • Arrange and process returns, transfers, and outside services on goods; prepare shipping documentation and instruments to transfer care, custody, movement and control of the goods.
  • Maintain records of on-hand inventory, performs cycle counts and otherwise verifies the accuracy of physical inventory, and takes other necessary precautions to avoid schedule delays related to material availability.
  • Prepare and issue reports on physical inventories, including those of any loss, damage or destroyed goods.
  • Prepare warehouse requests; remove goods from storage for authorized consumption and utilization; bags, tags, and otherwise prepare goods for issuance; and make the goods available at the point and time of need.
  • Generate requisitions for warehouse operations, replacement of consumables, and other goods ordered locally on a min/max basis.
  • Control issuance of equipment and goods to subcontractors.
  • Prepare material quantity data reports.
  • Identify, receive approval for, and dispose of excess materials. Prepare close-out documents at the end of projects.
  • Work closely with other disciplines to coordinate work, to promote efficiency and consistency across the project, and to achieve the established targets and objectives.
  • Perform all other position-related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Bachelor's degree from a four-year college university; or 2-5 years related experience and/or training; or equivalent combination of education or experience in Air Force Material Management, and Supply Operations.
  • 5 years’ experience leading a supply chain organization
  • 2-5 years’ experience in ILS-S functions
  • 2-5 years’ experience in DAPS Functions
  • Working knowledge of manual and automated supply accounting systems, AFH 23-123, AFI 23-101, and AFMAN 23-122, AFH 23-123 Vol 3, 24-203 Chap 3, AFMAN 25-101 policies and procedures
  • Experience working with Air Force Basic Expeditionary Airfield Resources (BEAR, FSE, AGE, MAAS) equipment.
  • Must be proficient in Office software applications to communicate through e-mail and various software applications.; especially Microsoft Outlook, Word, and Excel.
  • Must be proficient in the use of Integrated Logistics Support-Supply (ILS-S)
  • Must be proficient in the use of Defense Property Accountability System (DPAS)
  • Experience with Global Air Transportation Execution System (GATES), Integrated Maintenance Data System (IMDS), Logistics Installations and Mission Support-Enterprise View (LIMS-EV), and Sustainment Management System (SMS) - BUILDER™ is preferred.
  • Knowledge and experience in palletizing cargo on single, multiple/ married 463L pallets using side and top nets, straps, chains and devices for restraint.
  • Minimum must possess and maintain a valid driver’s license and be able to operate a government general-purpose vehicle.
  • Position may require domestic and international travel. 
  • Must be able to obtain and maintain a Public Trust US Government Clearance.
  • NOTE: US Citizenship is required to obtain Public Trust Clearance.

Preferred Position Knowledge and Skills

  • Qualified in operating 4K, 6K, and 10K/10K AT MHE.
  • Amentum Maintenance, Repair, and Overhaul (MRO) experience preferred.
  • Amentum Maximo experience preferred.

Work Environment, Physical Demands, and Mental Demands:

  • OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.
  • Ability to travel domestically and internationally.
  • Works in a normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
