Program Description: Regional Disaster Response Program (RDAP)
Under the RDAP, Amentum will provide comprehensive solutions to build disaster management and disaster risk reduction capacity across 31 countries in Latin America and the Caribbean (LAC) including but not limited to program management, technical assistance, training, and disaster and complex emergency response through leading-edge logistical solutions.
Amentum efforts will include multiple objectives. The first is to lead and coordinate humanitarian assistance responses to complex emergencies and natural disasters across the region by maintaining capacity to analyze emergency impacts, scale, and immediate humanitarian needs while maintaining capacity to deploy first-class trained and operationally ready disaster response staff in each country, procuring emergency response commodities and services, capturing lessons learned and developing and disseminating information related to disaster events and the United States Government (USG) disaster risk reduction programing. The second objective is to build capacity of national emergency management systems and other local or regional entities to mitigate, prepare, and respond to disasters by analyzing capacities and applying country-level strategic planning and technically innovative training. The third objective is to deliver an advanced disaster assistance program through highly qualified technical assistance that applies tailored approaches and best practices to implement effective and appropriate response support through a continual improvement model that draws on evidence-based data to guide decisions and activities.
Job Title: Information Officer
The Information Officer(s) will produce a wide range of public and internal information products, as well as written English/Spanish translation for the range of information products. The information officers will work with a USG information officer that may or may not be located in Costa Rica, shall be supervised by the DCOP, and will receive guidance from the USG through Amentum. Duties include but are not limited to:
Key Responsibilities:
Collect, synthesize, and analyze information pertaining to humanitarian emergencies and response efforts, and draw upon that information to draft, edit, appropriately format, and disseminate a wide range of internal and external information for the LAC region.
Prepares compelling communications materials to disseminate lessons learned, RDAP achievement and contributes to programmatic reporting requirements.
Supports RDAP translation efforts, English to Spanish and Spanish to English, as required by Amentum.
Leads preparation of all RDAP communications products and reports and performs quality control to ensure highest professional standard of programmatic communications.
Attend meetings in the LAC region and collaborate closely with USG staff, consultants, and with information counterparts from other USG agencies, the UN, and nongovernmental organizations to ensure that all relevant humanitarian information is obtained and communicated to LAC staff as directed by Amentum.
Upon the request of USG, coordinated through Amentum, gather information for or participate in field assessments, meetings, and site visits in the LAC region, as approved by Amentum.
Prepare field notes, meeting notes, newsletters, PowerPoint presentations, and other correspondence.
Upon the request of USG staff, coordinated through Amentum, and/or as required by Amentum, provide trainings or overviews to DRMSs or surge staff on best practices in reporting and information management.
Provide emergency information reporting that satisfies the needs of USG and target audiences within the USG.
Develop a wide variety of information products as needed or requested.
Coordinate closely with the DRMSs to capture real-time, local reporting on emergency impacts and local official responses.
Help USG identify relevant Humanitarian Assistance (HA) needs.
Follows email maintenance requirements, communications, line reporting and timekeeping protocols, as established by Amentum, and abides by Amentum ethical code of conduct. Takes required trainings on time, as required by Amentum.
Performs other duties as assigned by supervisor.
Qualifications:
Bachelor’s degree in relevant field required; Master’s degree, or higher, preferred.
2-4 years of work experience in a relevant field.
Knowledgeable of humanitarian issues.
Excellent writing, editing, and verbal communication skills in English and Spanish.
Proficiency in Spanish and English Level 4 minimum required, Level 5 preferred.
Ability to support translation efforts.
Demonstrated ability to work well with others and meet deadlines in a challenging, fast-paced environment.
Position requires the ability to work in high pressure situations occasionally exceeding normal business hours. Ability to work on weekends as needed.
Knowledge of disaster response industry, actors, and programming preferred.
Knowledge of USG programming is preferred.
