The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

Responsibilities

Areas of responsibility include, but are not limited to:

  • COMET Construction Management Organization which will include the management and execution of up to $15M of construction, corrosion control, and other outside contracts required to meet mission requirements.
  • COMET Launch Equipment Shop (LES) to include engineering and represented work force across the seven shops: Cable/Cabinet Fabrication, Paint, Pneumatics, Sheet Metal, Machine, Weld and Maintenance.
  • Prepare resource estimates and comply with budget limitations to include Program Planning Budget Exercise (PPBE), Annual Operations Plan, COMET Contract Changes (CCRs), Sustaining projects (Engineering Support Request (ESR) and Non-conformances) and third-party contract work.
  • Represent COMET LES and Construction Management areas of responsibility by maintaining persistent communication and coordination with NASA customers.
  • Ensure the utilization of GSS Work Management to assign, plan, track, and control allocated resources.
  • Collaborate with GSS Work Management to optimize resources and maximize productivity.
  • Engage in the field activities including participation in pre-task briefings, review of the work orders and safe plans of action; assessment of personal protective equipment and authoring behavioral safety observation reports.
  • Ensure work is performed safely per established processes, operating procedures, and approved work authorizing documents.
  • Ensure timely and thorough incident response, reporting, and corrective actions.
  • Interpret, develop, coordinate, implement, adapt to, and recommend changes to policies and procedures to provide efficient work practices.
  • Collaborates with other Managers and Leaders across GSS and COMET to maximize the value of integration and continuous improvement across the enterprise.
  • Supports managers in the performance of functional analysis and critical thinking to identify areas for improvement, corrective actions, potential training, and IT improvements.
  • Proactively identify opportunities to provide recognition through submittal of quarterly, annual and team awards as well as provide constructive feedback to employees.
  • Develop Vision, Mission, and Goals/Objectives for both Construction & Manufacturing Organizations and develop plan to implement.
  • Develop metrics to monitor LES, Construction and Project Management performance, efficiency, safety, and contract cost compliance to support the goals and objectives.
  • Establish solid goals and expectations for employees and conduct employee performance evaluations, to include feedback and guidance on employee performance and administration of disciplinary action, should it be required.
  • Assist managers and leaders in the translation of directorate goals and objectives into innovative operational and tactical execution techniques.
  • Build strong relationships based on trust and keeping commitments.
  • Perform other duties as assigned.


Qualifications - External

Bachelor of Science (BS) in related field; at least 15 years related experience including at least five years of successfully managing people.

  • Must have demonstrated experience and success in leading Project Management, Construction Management and Manufacturing organizations.
  • A background in leadership, manufacturing, fabrication, and production planning is highly desirable.
  • Experience in managing represented employees including collective bargaining negotiations, grievance procedures, and strike contingency planning is highly desirable.
  • Have a strong understanding of industry practices and principles associated with project management, construction management and manufacturing.
  • Understanding of COMET processes and procedures for Engineering, WAD authoring and execution of work is highly desirable.
  • Must have a fundamental understanding of asset management principles and practices; utilizing metrics to measure and drive performance; work control functions (coordination, planning, scheduling) to maximize resource utilization and productivity.
  • Experience in Aviation and/or Aerospace highly desirable.
  • Demonstrated experience and success in hands-on leadership of fabrication shops and craft technicians.
  • Strong ability to lead and direct a highly technical workforce in the execution of time sensitive jobs/tasks/activities worked according to detailed schedules.
  • General knowledge of codes and standards associated with fabrication shop operations to include cabinet assembly, cable fabrication, structural painting, pneumatic systems, machine, sheet metal, weld, and maintenance/assembly.
  • Excellent oral, written, interpersonal communication, presentation and customer interface skills is required.
  • Extensive experience or certification in Continuous Improvement tools such as 6S, lean 6 Sigma, Hazard Assessments, Root Cause Analysis, and Failure Modes & Effects Analysis and/or Project Management Professional (PMP) is highly desirable.
  • Strong personnel safety experience required.
  • Requires demonstrated leadership skills as evidenced by prior managerial and supervisory experience.
  • Ability to manage and prioritize multiple projects and lead multiple highly effective and cross-functional teams concurrently.
  • Excellent computer skills with experience in Microsoft Office products, Internet browsers, and Outlook required.
  • Manages resources effectively within budgetary and time constraints and contributes to the overall success of the company by providing a motivated and productive staff.
  • Must have the ability to obtain and maintain a security clearance, if necessary.


Essential Functions

Physical Requirements

  • Will be required to climb stairs to access equipment for troubleshooting.
  • Climbing ladders and platforms will be necessary.
  • Will be required to wear hearing protection, eye protection and other associated personal protective equipment.
  • Position may involve extended periods of sitting or standing.
  • Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.
  • Must be able to work in tight confined space areas.


Work Environment

  • All work must be completed in a safe manner in accordance with NASA and Company safety standards.
  • Will be required to work inside and outside throughout the test complex.
  • Position requires daily individual to travel to different areas on site.
  • Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility.


Equipment and Machines

  • Cranes and other heavy equipment such as crane carriers, Hi-Rangers, man lift platforms, hydraulic lifts, spider staging, converter dollies, cargo lift trailers, and tractor/trailers.
  • Operate computer terminals, personal computers, and related computer peripheral equipment to maintain/adjust database logs and records, print documents and record work performance.
  • Personal computer, scanner, copy machine, telephone, laser printer, fax machine, and other office equipment including desk supplies.


Attendance

  • Work assignments are normally 8 hours shifts, 5 consecutive days per week.
  • Must be dependable and punctual.
  • Occasional overtime, sometimes with short notice, is required to meet demanding schedule


Other Essential Functions

  • If offered a position, proof of U.S. Citizenship or Legal Permanent Resident/Green Card holder of the United States is required.
  • Needs to have clear, concise, and accurate communication skills.
  • Must have ability to work well with office staff and customer representatives.
  • Government security clearance may be required in the future.
  • Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.
  • Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
  • Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
  • Must possess and maintain a valid CDL with endorsements Florida driver’s license.
  • Must pass a federal background investigation.
  • Must comply with all “drug free workplace” requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
